Steckman: Subcommittee reviewing Governor’s reform package

We are off and running on HSB 4 as the subcommittee meets to discuss and review various aspects of the Governor’s reform package. The Governor has said that the reform package must be passed before allowable growth in the budget for school districts can be determined. The law says that the legislature must determine the percentage of allowable growth for the next school year’s budgets within 30 days after the governor presents his budget. Actually, it should have been done last year for 2014 as schools need to know in order to plan their budgets which must be certified the previous April.

Meanwhile, the subcommittee is seeking input from education groups as we try to determine the best course for our schools. Here is a link to HSB 4

I was happy to co-sponsor Made in Iowa legislation this week that will help Iowa manufacturers and small businesses grow their business and hire new employees by giving them first opportunity at state and local government contracts. This proposal will help keep Iowa money in Iowa! Many people that I meet feel that it is a common-sense idea and it should be able to win strong bi-partisan support.

Under current law, state and local governments must accept the lowest bid in any circumstance even if an Iowa business only bids one dollar more than an out-of-state company. The “Made in Iowa” proposal simply allows the opportunity for an Iowa-based business to match the bid of an out-of-state company if its original bid is within 5% or $10,000 (whichever is lower) of the lowest bid.
