A Windham man is to be arraigned Thursday in Superior Court in Rockville on voyeurism and child pornography possession charges.
Jacob A. Harper, 30, was arrested Wednesday evening at his workplace, the Mobil Xtra-Mart at routes 32 and 195 in Mansfield, and held in lieu of $1 million bail.
Police said their investigation determined that Harper had 647 images and 181 videos depicting child pornography. The victim in the voyeurism case, police said, is a 9-year-old girl.
The incidents occurred in Tolland.
