Local sex offender back behind bars

A local tier 3 sex offender is off the streets and back behind bars on $10,000 bond after an arrest warrant was granted following a criminal complaint by the Cerro Gordo County Sheriff’s Department on 29-year-old Justin Lee Moor on Tuesday afternoon.

By Wednesday morning law enforcement had located Moor and booked him into the Cerro Gordo County Jail on one class C felony count of failing to comply with sex offender registration. The allegation is considered a class C felony under Iowa code 692A.111 due to his victim’s age listed on the sex offender registry as 0-13 years of age.

Justin Moor was convicted as a juvenile of two counts of 2nd degree sexual abuse in Hardin County on December 15th, 2000. The case is sealed and not available to the public, but court records show he was also charged with indecent exposure and indecent acts with a child in Cerro Gordo County that same year. Since he was a juvenile at the time the case was adjudicated. The Cerro Gordo County case lists the offenses as requiring him to register as a sex offender also, but the Iowa Sex Offender Registry does not list the additional charges at this time.

Justin Moor had an initial appearance before Magistrate Judge Rolf Aronsen on Thursday who ordered him held on $10,000 cash only bond pending a preliminary hearing set for July 20th, 2012.

Court records show Justin Moor has been arrested numerous times in various local counties for violation of the sex offender registry and living within 2000 feet of a school one. Some cases have been dismissed, but in the ones he was convicted of Judges have been very lenient. In on conviction out of Floyd County Judge Christopher Foy sentenced him to just 19 hours in jail.

Justin Lee Moor is one of two convicted sex offenders currently listed on the Iowa Sex Offender Registry who claim to live at the Ashley Inn Motel at 3451 South Federal in Mason City.
