MASON CITY – NorthIowaToday.com searched online criminal records available to the public for criminal records of all seven people looking to represent the people of Mason City in the upcoming City Council election.
Most had the occasional traffic violation, but one candidate seems to have found himself on the wrong side of criminal law on many occasions in two states.
Jose Daniel Barragan Jr’s name appears as a defendant in nine criminal cases between Minnesota and Iowa.
In May of 1995 Barragan was cited by the Cerro Gordo County Sheriff’s Department for Public Intoxication, a simple misdemeanor, to which he pleaded guilty.
In December of 1995 Barragan was charged with a controlled substance violation, a class d felony, in Cerro Gordo County following a criminal complaint and affidavit by MCPD alleging delivery of Marijuana. The charge was dismissed per court in March 1996 with the online records comment, “dismissed as C.I. no longer available.” A C.I. in legal terms is a confidential informant.
In September of 1996, Mason City Police cited Barragan for domestic abuse assault, a simple misdemeanor. According to online records, the charge was dismissed in October 1996 with the comment, “recommendation of county attorney, request of victim.”
In July 1999, Mason City Police cited Barragan for domestic abuse assault, a simple misdemeanor and possession of controlled substance-marijuana 2nd offense, an aggravated misdemeanor. In April 2000 Barragan was found guilty of the drug charge and subsequently sentenced to three days in jail. A week after sentencing for the marijuana possession, the court dismissed the domestic assault charge, according to online records, “recommendation of county attorney.”
In May of 2003 Barragan was arrested by Cerro Gordo County Sheriff’s Department and charged with OWI 2nd offense, an aggravated misdemeanor. Barragan entered a written plea of guilty to an amended charge of OWI 1st offense a serious misdemeanor and was sentenced to a one year prison sentence with all but seven days suspended and two years of probation.
In January of 2005 the Cerro Gordo County Sheriff’s Department cited Barragan for driving with license denied or revoked. As a result of this charge while on probation the department of corrections entered a probation violation complaint against Barragan. In May 2005 Barigan pleaded guilty to the driving while revoked charge and was sentenced to seven days in jail to run concurrent with the probation violation.
In May of 2005 Barragan was arrested in Benton County Minnesota for DWI, a gross misdemeanor. Minnesota court records show Barragan was convicted of the charge in October 2005 and sentenced to two days in jail, 3 years of supervised probation, and community service in lieu of part of the fine.
Barragan’s last public searchable criminal offense occurred in Stearns County Minnesota when he was charged with disorderly conduct in August 2007. Barragan pled guilty in January of 2008 to the charge and was sentenced to probation. Minnesota Court records show he was discharged from probation on April 9, 2010.
