Police consulting business headlined by Mason City’s chief awarded $47K loan through NIACOG

MASON CITY – An Iowa police consulting business offering nationwide services and headlined by Mason City’s chief has been awarded a $47,400 loan through NIACOG.

Brinkley, Clary & Thomas Consulting LLC (BCAT) was awarded the loan to help further its business pursuits last month.  According to NIACOG (North Iowa Area Council of Governments, funded regionally for various projects serving the public), BCAT “is an established business that is going to expand its operations to help more police departments nationwide. BCAT is working with those interested in the police force, by helping interested persons with online assessments and consultation. BCAT is going to be working with police academies and local police forces to establish their clientele. NIACOG is excited to be able to help this business in their nationwide efforts.”

BCAT says on its website, it “is committed to enhancing the profession of law enforcement and improving communities by championing transparency, accountability and integrity through the utilization of best practices and research.”

BCAT appears to be opperated by three law enforcement experts: Mason City Chief of Police Jeff Brinkley; Bellevu, Nebraska Chief of Police Ken Clary; and Barry Thomas, who retired as the Chief Deputy at the Story County Sheriff’s Office in Iowa in 2019.

Chief Brinkley has been in Mason City since 2015, when the City council choose him to lead the police department from a pool of applicants.

How do you decrease crime and rioting, by cutting police budgets, failing to prosecute perpetrators of rioting, looting, and low-dollar theft, and advancing gun controls to limit the ability of citizens to defend themselves?

Once cannabis is legal the overall use of police dogs will be on the way out. Pills and powders have a distinct chemical signature that can be found in a variety of uses in everyday applications. Where as cannabis is very much distinct in its odor. There use as attack dogs is widely documented. Threating and menacing they invoke fear. Dogs are animals. In general they are dumb. Man on the other hand is a top of the line predator capable of disposing of a wide variety of vicious ‘looking and sounding’ animals. Bare hands or rocks and sticks have been used by humans beings for thousands of years to preserve life. Attack dogs belong on the battlefield not the street. So does any MILITARY application use in the police department. In essence there is a ‘loop hole’ army running amuck on the streets of America. Soon to be shut down on account it’s wrong. Wanna bet?

Remember when this guy came from a big city to “clean up mason city” kind of think he was just a lame duck where he came from and they dumped their dead weight and it landed in mason city. The shootings in town are being perpetrated by young black males…. GO BOY GO GET THE STEREOTYPICAL VIOLENT BLACK MALES off our streets. Oh… They never know who the shooter is. Even though everyone in town seems to know the story a day after it happens every time. The break ins around town are done by STEREOTYPICAL TWEAKER’S GO BOY GO GET EM. Oh wait they don’t seem to be able to identify what a person on meth looks like so they can’t do their job effectively. Even if they did apprehend these people they also them on the wrist and wait around to file heavy charges and lay prison time on people who had cannabis or something else harmless to society. Take it easy on the tweakers, the wanna be gangstas and the child molesters but come down on anyone and everyone else. We don’t need more police, we just need police who focus on the black male youth, the meth heads and the sexual predators that plague north iowa.with their crime and the side effects it causes.

This seems at the least to be a breach of ethical standards – shouldn’t his only job be enforcing the law in Mason City?

Hey, Brinkley – get off your phone and start getting thugs and dealers off our streets.

What good will that do? The D.A. will just turn them loose or plea bargain the charge down to nothing.
