One idea to raise funds would be to double the fines for parking violations, and quadruple them for snow removal ordinance violations. $200 sounds about right.
Fines for parking on lawns, parkways, and on sidewalks should also be $200 per violation.
In addition parking of all commercial vehicles and trailers should be banned from city streets overnight, and all properties zoned residential. Those fines should be $250 per violation.

Maybe the library should consider letting a few of their dead weight employees go. For a job that requires them to sit on their rear ends eight hours a day, how many bodies are really needed? One old lady sits on her tail eight hours a day and scans photos in the library archives. The library could hire a college student part time to do that at probably a considerable savings. And I am sure automated check out could cut an employee or two from the useless roles.
