Stolen handguns and other items recovered by Floyd county law enforcement after series of stops and arrests

RURAL FLOYD COUNTY – Stolen handguns and other items were recovered by Floyd county law enforcement after a series of traffic stops, investigations and arrests in or near Charles City.

On December 27, 2018, the Charles City Police Department started an investigation into a stolen laptop computer which had been listed for sale on a ‘for sale group’ on a social media site. At about 2:25 PM, a search warrant was obtained and executed by the Charles City Police Department on an apartment in the 600 block of Milwaukee Street. The laptop computer was recovered during this time.

At about 3:13 PM, a Floyd County Deputy performed a traffic stop in the 2300 block of Highway 18. During the traffic stop, deputies arrested 22-year-old Troy L. Bijani of Mason City for three Floyd County arrest warrants. As a result of the investigation, Bijani was also charged with 2nd degree burglary and 1st degree theft. A passenger in the car, 24-year-old Xavier T. Frank of Charles City was also arrested and charged with 2nd degree burglary and 1st degree theft. Further charges are pending at this time.

The officers obtained a second search warrant for the same apartment and executed it at about 4:08 PM. There, they recovered many stolen handguns and narcotics-related items. The Floyd County Sheriff’s Office (FCSO) had taken a burglary report on the stolen guns earlier this date. The CCPD and FCSO started a joint investigation at this time.

At about 16:54 hours, Charles City Police Department officers conducted a traffic stop on E Street and Highway 18. Robert Luckett III, age 27 of Mason City, was arrested and charged with possession of drug paraphernalia. During this traffic stop, several more stolen guns and narcotics were recovered.

Through information obtained in the investigation, a search warrant was also obtained by the FCSO for a residence in the 200 block of 4th Avenue and was executed at about 7:33 PM. During the search warrant, narcotics related items were seized and information into stolen guns was also seized.

This entire operation was made possible through great police work and team work through the joint investigation with the CCPD and the Floyd County Sheriff’s Office. Multiple charges are pending on several subjects as the investigation continues.
