Mason City woman arrested after dog bite incident at park

MASON CITY – A Mason City woman was taken to jail after her dog bit another dog at the local canine park.

The incident took place on the evening of December 15. Mason City police were called to the dog park located at 1410 Elm Drive at about 8 PM on a report of a dog attack. An investigation allegedly showed that Jodi Jean Lubbert had been at the dog park with her dog, a Black Mouth Cur, when it attacked and/or bit another dog, a Toy Austrian Shepherd.

As a result, police charged Lubbert with a violation of City Ordinance 8-4A-12B, which says: B. Harassment: The owner of any animal shall not permit the animal to attack, harass, bite, scratch or otherwise injure or place in fear of injury any person or animal on public or private property who has a legitimate reason to be thereon.

Lubbert was also charged with interference with official acts on December 17 after she refused to sign the citation for the code violation. She was arrested and taken to the county jail and was released upon posting bond. She is due in court next month.

I am against publicly funded dog parks in the first place. Its bad enough that we have to pay for and raise peoples feral children.

It sits empty most of the time. If they did a utilization study it wouldn’t show 5% utilization. But, the city mows the grass.

until your in the officers shoes, don’t point fingers so early, im sure there is more to the story. by signing a ticket, your not saying guilt, your only saying you will be in court on the date, that’s it, if u don’t sign it you have to be held until that court date or bail out. that’s the law for all you arm chair attorneys

Just glancing at the call and the players who were there, I have to feel sorry for this lady. Interference. Right. Probably a trumped up charge to make the someone with a gun feel powerful. Kind of like threatening innocent citizens with disorderly conduct. It’s too bad good citizens have to worry about who gets paid by their taxes.

the lady that was charged is about as stable as the dictator of North korea.

That’s mason city police dept. for you…. laughing stock of the whole area. There officers can total vehicles while on duty and drive intixicated off duty and nothing happens but of course give some innocent citizen some bogus charge for not signing some trumped up charge!

There’s at least one cop who likes to make threats of charges with baseless evidence, we know that for sure. Real power trip kind of guy. Totally wrong for the job. If he shows up, cancel the call or get out of the situation quick, he’ll turn on you. Multiple complaints.

Maybe all dogs in the park ought to wear muzzles. Can’t get charged for biting, that way.

Dogs fight and bite other dogs. That is just the way it is.

I am this person..instead of bashing me I’ll tell you my side which no one has bothered in asking. My dog and I was in a separate fenced area. In the other pen had about 5 to 6 dogs. That girl noticed that mine wanted to play and said something to me. I told her that he was a newer dog, had him for a month and that he had gotten along with other dogs when we’ve been out on walks. She said she has only had hers for a week but bring him over we’ll find out. So I did. The dogs all played well together for about 30 mins. I walked out to pick up poo that my dog just did and heard her yelling. I turned around and she was laying on her dog and she is a bigger gal. I went to see if everyone was ok..the dog was fine. He was walking around and even jumped in her arms. No blood no nothing. I knew he got his bell rung but he’d be ok. She needs to take part of the responsibility as I do. So when I called the police after I found out they were looking for me he came to my home. He was the one that said her dog was already on the ground knocked down by another before my dog got to it. When the cop told me that I asked him to write that in this paper he wanted me to sign..He would not..he said the 4 page report is on his desk…well I want to see that report! I’m not signing something I haven’t read. I agreed to pay the vet bill but when does that end? People take their animals to vets just like people take their kids to doc on every little sniffle. .I didn’t know you get arrested for not signing a paper I do now.. so now you’ve heard my side..I have taken care of all my responsibilities plus many that weren’t mine..when’s it going to end..

It was just a matter of time.

If she knew it was possible for her dog to attack another dog she should of kept it on a leash _ just saying.

I don’t blame her for not signing the citation. When you have animals running loose you can’t stop them if they become aggressive until after the fact. They are quick when they attack. Unless she told her dog to attack (and I don’t think she did) it’s not her fault.

The issue was after her dog attacked another dog she refused to give her information, or her pets vaccination proof..she sure is entitled.
