Beje Clark resident arrested again for domestic assault in Charles City, guilty after marijuana plants found

CHARLES CITY – A man who is supposed to be in the Beje Clark halfway house in Mason City after marijuana plants were found in his possession during a Charles City domestic assault has been charged with a second assault.

The incident took place late on the evening of October 7. Charles City police raced to the public housing apartments at the 2100 block of Clarkview Drive after a 911 call that reported a break-in and assault. Officers arrived and after an investigation, arrested 32-year-old convicted domestic abuser Carlos Cooper. He was charged with second-offense domestic abuse assault and obstruction of emergency communications.

Cooper was taken to the Floyd county jail, where he remains held at this time on no bond, awaiting a hearing on October 17.

Cooper, formerly of Cedar Rapids and Illinois, ran into big trouble back in June in Charles City. On June 9, police responded to a disturbance at about 5:10 PM at the 600 block of 11th Street. Officers arrived, investigated at the scene and soon discovered that Cooper was there and had assaulted a female. Cooper also allegedly had potted marijuana plants with him. As a result of that investigation, Cooper was arrested for domestic abuse assault causing serious injury. He was later found guilty and fined $315.00 and sent to jail for 2 days. Police also brought several felony drug charges against Cooper of failure to affix a drug tax stamp. In a guilty plea to one count, he was given a suspended prison sentence, ordered to submit a DNA sample, given a suspended fine, given 5 years of probation, and ordered to reside at the Beje Clark halfway house in Mason City.

In August, Cooper violated the no-contact order in the June domestic abuse case and was sent to jail for 7 days.

Due to his most recent arrest, Cooper faces a probation violation. He could face all or part of his suspended sentences if found guilty.
