Officials in Cerro Gordo county coming to inspect houses for appraisal

MASON CITY – Mason City Assessor Dana Naumann and County Assessor John Boedeker have announced door-to-door inspections of all residential properties in Mason City and Cerro Gordo County will begin approximately June 1, 2016.

A reappraisal program was approved by the Conference Boards in 2013.  The Conference Board is made up of three entities: The entire City Council and Mayor; the Cerro Gordo County Board of Supervisors; and the Mason City School Board.  The $1 million project cost the average Mason city taxpayer $55 over the course of 5 years, funded by new taxes for Mason City property owners under the City Assessor.

“When I was hired, this was already a project they (the Conference Board) wanted to undertake,” Naumann told NIT back in January of 2013. “It needs to get done, in the interest of fair taxing for property owners. Some are paying too much, some are paying too little.”

Once the project is complete, Naumann explained, the other three taxing entities involved (Council and Mayor; Supervisors and the Mason City School Board) “should have more property value to levy against.”

The purpose of the reappraisal program is to equalize property assessments so that each taxpayer is responsible for paying only his/her fair share of the property tax burden. Periodic inspections and reappraisal of properties is necessary as all types of properties do not increase or decrease in value at the same rate. Some properties physically deteriorate faster than others, and in many instances similar buildings located in different areas of the county will differ greatly in value due to economic factors.

Data collectors with photo ID signed by the assessor will make interior and exterior inspections of all residential properties. They will be compiling information to be used to estimate the fair market value of each property. Information to be collected includes type of construction, type of interior finish, physical condition of the property, age of structures and exterior measurements. A complete sales analysis, local construction costs and economic conditions are also considered. No estimate of value will be given at the time of inspection.

Property owners are asked to cooperate by allowing a complete inspection of their property and providing accurate information so that a fair and equitable assessment may be determined for each property.

The preliminary data collection process will begin in June 2016. The project is scheduled for completion December 31, 2017.

Notice of final value estimates will be mailed to each property owner after January 1, 2018. The property owners will have an opportunity to meet informally to discuss their revaluation in the spring of 2018.

The new assessed values will be effective for January 1, 2018, for taxes payable in fiscal 2019-2020.

Representatives of Vanguard Appraisals, Inc. in conjunction with the Mason City Assessor and Cerro Gordo County Assessor’s Office will be conducting this project.
All law enforcement agencies as well as the Mason City Assessor and Cerro Gordo County Assessor’s Office will be apprised of the areas where data collectors are working. They will also have a listing of all names and license plate numbers of anyone involved in the project.

There is no need to enter the dwelling on a property in order for the county tax assessment to occur. You pay taxes on your property, not the value of your home. If you feel the external assessment is wrong you can always ask for a walk thru but the interior of your home is not how the county decides how much you pay in taxes so there is absolutely no need for them to enter your house. Plus, why isn’t this being talked about from other news sources?? You can hardly call an article from 3 years ago a piece of solid evidence. And it’s NIT, not exactly your most credible news source…

Your property already has a value assigned by the assessor. It was probably assigned decades ago. It has also been periodically adjusted to reflect the local market changes. They are merely checking to ensure that the value is accurate and is close to actual market value.

Sure, you can deny them access to your property. They will still assign a value based on their external observations. You may or may not like it. If you challenge the value, the burden is on you to prove it’s less.

Ever stop to think that those “union govt employees” are tax payers too. They pay the same rate as you. If you think that if the govt will cut back on services so your taxes will go down your mistaken. They’ll cut a service but your taxes won’t go away or down.

Thinking about calling the Acme Company and getting some artificial black mold spray, some stink bombs, a box of about 5,000 ants or spiders, maybe both. Some artificial water spot spray for the ceiling, artificial rust spray for the tub and shower, little things like that. You are correct–this outside firm and/or the assessors need permission to enter your property.

However, if you don’t give permission they will stand on the sidewalk/road and estimate. My experience was that they estimate HIGH. My value went down the next year when I let them walk through. The whole point of this project, according to the release, is to get all properties on an even level. The elected officials determine the taxes.

Just chatted with a civil rights attorney from Des Moines – 1ST of all buy NO TRESPASSING sign (s) and put thems up on your property – only way someone can trespass is with a judge ordered warrant -so make this company get a warrant for each property or apt.rental unit – as for signing a release with your landlord to let a private company into your rented home -you do not have to sign and if he threatens you with eviction SUE HIM.

This will be a huge issue for rental properties. Tenants must be given a 24 hour notice prior to any non emergency entry of their home. Most would never allow these folks immediate entry simply because they ask and have proper identification. This will be a huge battle to actually complete…
