I find it almost amazing that literally daily I have some goofball talking up some other country that did this ONE thing and yet if you would bother to check, the United States sends personnel all over the known world to help out during any country’s difficulty. The rest of the world combined doesn’t come close to the things that we help out with as a nation.

Any such court challenge to a President’s order, would have follow the processes that exist. District courts hold the trials, the US Court of Appeals will hear any appeal to the lower courts decision. Then only may a case be appealed to SCOTUS. Mind you, SCOTUS has granted less than 1% of appeals to be actually heard by it.
In other words, you cannot bypass one step to get to another.

Make it where congresses pay is affected by government shutdowns. The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on January 15, 2019. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Adams, Lee, Thoma, Jaszewski, Masson, Symonds. Absent: None.
Adopt Agenda: Motion, Jaszewski; 2nd, Thoma that the agenda be adopted. AYES: All (Motion carried.)
The Mayor proclaimed January 18, 2019 as Coaches versus Cancer day.

City Administrator Burnett presented his Monthly Activity Report. Council comments and questions followed.

Discussion followed regarding the project. AYES: All (Motion carried.)
Central Heights Paving Project: The public hearing was held as per published notice and the Mayor called for comments and objections which were noted. Motion, Lee; 2nd, Adams that the public hearing be closed. AYES: All (Motion carried.) Motion, Lee; 2nd, Symonds that the Resolution No. 19-15, a Resolution of Necessity Proposed be adopted. Discussion followed regarding the number/percentage of objections, the cost to the property owners, the 19th Street project by Stone Pillar, what costs the City was picking up, etc. Motion, Lee; 2nd, Jaszewski to defer action on this to the February 5, 2019, Council Meeting AYES: All (Motion carried.) Resolution No. 19-, directing preparation of detailed plans and specifications, form of contract and notice to bidders on the Central Heights Paving Project 18-1012, was presented. Resolution No. 19-, ordering bids, approving plans, specifications and form of contract and notice to bidders, fixing amount of bid security, and ordering Clerk to post notice and fixing a date for receiving same, and for a public hearing on plans, specifications, form of contract and estimate of costs was presented.

16. Lease Agreement for the Multi-Purpose Arena Space in Southbridge Mall: The Mayor opened the item up for public comments which were noted. The Mayor closed the public comments. Motion, Adams; 2nd, Thoma that the Resolution authorizing action to enter into a (taxable) lease agreement and levying a tax to pay said lease agreement be approved. Adams proposed an amendment regarding rent payments due for consideration by his colleagues. Motion, Adams; 2nd, Jaszewski to amend the lease agreement to include a provision that rent payments will only be paid by the City if the mall owner’s taxes are current with the County. Administrator Burnett stated the amended Resolution presented to the Council tonight was modified, advising the 10% profits were ambiguous and were changed to include a fixed amount which made the base rent $199,000 and that carried through the lease agreement. The Mayor asked if it was acceptable to both Adams and Jaszewksi that that amendment also be included in the amendment they just made with both Adams and Jaszewski concurring. AYES: Adams, Jaszewski, Lee, Symonds, Thoma. Abstain: Jaszewksi (Motion carried.) Discussion followed regarding maintenance of the mail, insurance, Youth Hockey and the lease agreement, etc. AYES: Adams, Thoma, Lee, Jaszewski, Symonds. NAY: Masson (Motion carried.)
Mason City Hockey Arena – Bid Package #1 (Demo & Excavation): The public hearing was held as per published notice and the Mayor called for comments and objections which were noted. There being no further comments, the Mayor asked for a motion and second to close the public hearing. Motion, Jaszewski; 2nd, Masson that the public hearing be closed. AYES: All (Motion carried.) Motion, Jaszewski; 2nd, Lee that Resolution No. 19-13, approving plans, specifications, form of contract and estimated cost for the “Mason City Hockey Arena – Bid Package #1 (Demolition and Excavation), be adopted. Discussion followed regarding the bids, publication requirements, etc. AYES: All (Motion carried.) Bid Tabulation: The City Administrator submitted the bid tabulation with recommended bid from Charlson Excavating of Clear Lake, Iowa in the amount of $291,500/Unit Price $100.00 from Dean Synder Construction of Clear Lake, Iowa in the amount of $423,500/Unit Price $150.00. Motion, Jaszewki; 2nd, Thoma to approve the bid tabulation. AYES: All (Motion carried.)
