    The Taliban has thanked the world for pledging more than a billion dollars in emergency aid to Afghanistan, and urged the US to show ‘heart’ by donating more. He was speaking a day after the United Nations said a total of $1.2billion in aid had been pledged to Afghanistan, $64million of which came from the US.

      Bull. The lack of building has to do more with labor shortages and usual fluctuations in the market. During the pandemic lots of lumber was used because people were at home and purchased lumber for projects around the home. Once the pandemic lessened, more people started buying because of the low prices but that increased buying also raised prices. Higher prices push some people out of the market and those people are the middle class buyer. The rich folk will spend more money on a home because they can afford it which, in turn, raises prices making it more difficult for lower income buyers to buy a home. Tell Trump thanks for the tax cuts for the rich.

            Not according to the NY Times. They sent a very damning email news briefing out this morning, basically blaming Donald J. Trump for weakening NATO alliance and emboldening Putin/Russia.

            TITLE: Good morning. Donald Trump’s shadow hangs over the tensions in Ukraine and Germany.

            Germany, apart
            Donald Trump has made a habit of deriding the U.S. alliance with Western Europe. He described NATO — the American-led alliance with Europe that dates to the 1940s — as “obsolete” and said that Americans were “schmucks” for financing it. He mused about withdrawing the U.S. from NATO and often spoke more positively about Russia than about longtime American allies like Germany and France.

            These comments were a radical departure from the policies of every U.S. president, Republican and Democrat, for 75 years. Still, because Trump did not make good on his biggest threats, the tangible effects were not always clear.

            Now they are becoming clearer.

            Russia has massed about 125,000 troops on its border with Ukraine, threatening an invasion that would be the most substantial ground war in Europe since the end of World War II. To prevent that, President Biden, Prime Minister Boris Johnson of Britain and several other leaders are trying to present a unified front and tell Russia that it would suffer severe economic consequences. But one crucial country is missing from that united front: Germany.

            As Katrin Bennhold, The Times’s Berlin bureau chief, writes:

            Denmark is sending fighter jets to Lithuania and a frigate to the Baltic Sea. France has offered to send troops to Romania. Spain is sending a frigate to the Black Sea. President Biden has put thousands of U.S. troops on “high alert.”

            And then there is Germany. In recent days Germany — Europe’s largest and richest democracy, strategically situated at the crossroads between East and West — has stood out more for what it will not do than for what it is doing.

            Germany’s government, under its new chancellor, Olaf Scholz, has ruled out any arms exports to Ukraine. It is also delaying a shipment of howitzers from Estonia to Ukraine. It may have kept British planes from using German airspace when sending military supplies to Ukraine last week.

            Most significantly, the Scholz government has been vague about whether a Russian invasion would lead to the shutdown of an undersea gas pipeline between Germany and Russia. The pipeline, the Nord Stream 2, will become a major source of energy for Germany and a major source of revenue for Russia once it begins operating, likely in the next year. Scholz recently described Nord Stream 2 as a “private-sector project.”

            Trumpism in action
            The pipeline’s history highlights the long-term consequences of Trump’s hostility to Europe. For years, many U.S. officials opposed Nord Stream 2, understanding that it would solidify ties between Germany and Russia. It is also likely to damage Ukraine’s economy; much of Russia’s natural gas has flowed through Ukraine, which receives fees in exchange.

            But Trump showed little interest in building a good relationship with Germany as a way to persuade it to abandon the pipeline. He instead criticized America’s longtime allies in Europe — and treated Russian President Vladimir Putin warmly.

            Trump’s hostility to Western Europe, in turn, encouraged Angela Merkel, Germany’s chancellor at the time, to ponder a future in which the U.S. might be pulling back from NATO. In that scenario, friendly relations with Russia (and China, too) would have advantages, especially because of its importance to European energy supplies.

            “By the time Biden took office, the pipeline was nearly complete,” said my colleague Michael Crowley, who covered Secretary of State Antony Blinken’s trip to Germany last week. “Biden calculated that restoring relations with Berlin after the Trump era was far too important to risk with a last-ditch and potentially futile effort to stop the project.”

            Instead, Biden waived sanctions — which Congress established starting in 2017 — on companies that worked on the pipeline. It was too late to prevent completion, he decided.

            Trump’s European policy is hardly the only reason that the pipeline exists. Discussions about it began before he was president, reflecting decades of close ties between Germany and Russia, as Katrin notes. But Trump’s foreign policy diminished American influence in Europe — and, if anything, sent signals that the U.S. favored closer ties between Russia and Western Europe.

            Leaders across much of Eastern Europe are not happy about these developments. Ukraine’s foreign minister has accused Berlin of effectively “encouraging” Russian aggression. A senior Lithuanian official said that Germany was “making a big strategic mistake and putting its reputation at risk.”

            Putin, on the other hand, seems thrilled. He has embarked on a campaign to weaken democracies and strengthen autocracies, both in his own region (as in Ukraine, Kazakhstan and Belarus) and elsewhere (through election misinformation campaigns in the U.S. and Western Europe). Despite this aggression, NATO is not unified in confronting him, giving Putin more leeway to act as he chooses.

            “He well recognizes that Europe’s main power base is France, Germany and Britain,” Tobias Ellwood, a member of Britain’s Parliament who helps set military policy, told The Washington Post. “If these three countries are united, the rest of Europe follows. If you can sow divisions among these three, then there’s no leadership, there’s no coordination and there’s no unity.”

            The divisions even extend to internal U.S. politics. This week, Tom Malinowski, a Democrat who represents New Jersey in the House, tweeted: “My office is now getting calls from folks who say they watch Tucker Carlson and are upset that we’re not siding with Russia in its threats to invade Ukraine, and who want me to support Russia’s ‘reasonable’ positions.”

            It’s still possible that Germany will do more to discourage an invasion than it has so far. Scholz said recently that Russia would suffer “high costs” if it invades. Yet Putin is savvy enough to understand the difference between a unified, clear European effort to prevent an invasion and a muddled one. Germany has chosen a muddle so far.

            It’s a sign that Trump has succeeded at one of his foreign-policy goals: creating distance between the U.S. and at least some parts of NATO.

      You are posting mis-information. In 2020, there were 168.31 million people registered to vote in the United States. This is a significant increase from the previous election, when 153.07 million people were registered to vote. Trump lost 81-74 (million).             Hey dummy, the eligible voter numbers YOU posted earlier in the thread should automatically create suspicion about the validity of the votes cast. 60% voter turnout is typical for a presidential election. Your numbers are MUCH higher participation rates. Couple that with the never before ease of submitting multiple ballots (mail in ballots with no method to reconcile these mail in ballots with voter rolls) and a reasonably intelligent person can piece together that fraud has occurred.     NIT Publisher: A Washington Post opinion piece put it aptly late last week in saying that, one year in, Biden is “adrift,” “too small for the office,” and being “whipsawed” by the many pressures of being the leader of the free world. Biden reportedly struggles to follow in-depth policy discussions, taking days or weeks to make up his mind while frequently second-guessing himself and others. Even his own staff don’t seem to have any confidence in him: they conspicuously try to stop him from taking questions.

    COUNCIL WORKSESSION

    The City Council of the City of Mason City, Iowa, met in Worksession pursuant to law and rules of said Council, in the 2nd Floor Conference Room of City Hall at 7:00 P.M., on January 13, 2022. The meeting was called to order by the Mayor and on roll being called, there were present, Mayor in the Chair Schickel and the following Council Members: Lee, Thoma, Adams, Symonds. Absent: Masson, Jaszewski.

    Administrator Burnett provided an introduction.

    Finance Director Hinson stated what was being presented was a $125 million CIP plan for 5 years, emphasizing the money was programed for the 5 full years and would be accomplished within the same financial framework that had been used for years. He stated the Property Tax Levy was neutral and would slightly reduce the City’s standing versus the Debt Limit as it related to bonding. He also stated they were moving towards using GO bonding for the larger items and discussed a “pay as you go mechanism” to cover the smaller projects with GO to be used for long term improvements. Hinson then introduced the following Executive Summary Document and provided an outline, explaining there was $28 million in Federal and State grants with a large part of that being the Airport, noting 90% would be covered by Federal Funds. He stated there were 3 major projects in Water and Sewer which would require State Revolving Loan Funds and listed those and stressed LOSST would play a major roll and was an indispensable funding source for the City.

    The Mayor requested actual, physical, signs be posted at project locations so the public could see what LOSST was paying for.

    Adams asked if the State Revolving Loan Funds were guaranteed with Hinson stating they were qualifying projects and the State had ample funding for those types of projects.

    Adams asked if they were repaid from their respective funds with Hinson concurring, explaining it was Revenue Debt and staff knew what the interest rate was going to be.

    Hinson then reviewed the proposed CIP highlights.

    Lee stated over the last 10 to 12 years staff had talked about the outdated Police Department building and wondered since the City was going to invest $950,000 in the current building if they were planning on staying there with Police Chief Brinkley concurring advising the building had good bones and they had done the HVAC, but there was still some things that needed to be addressed such as the Women’s Locker room and the galvanized pipes.

    Hinson touched upon the Fire Department renovations and the importance of setting out the financial framework with Burnett pointing out personnel has continued to increase and it was getting cramped.

    Lee mentioned during COVID the Fire Department had rented an extra building and asked about the status of that with Bullinger stating the Fire Department would continue to rent it and use it for extra storage.

    The Mayor asked if they planned to stay in the building with Bullinger concurring, advising it was a good location, but they needed to expand the dorm area for the female firefighters and Burnett stressing the City has had a lot of success with females joining the Police and Fire Department and in order to continue to be attractive to candidates Mason City needed to have facilities and accommodations to do that.

    Adams asked if they were on track with ambulances with Hinson stating they were planning for five replacements in five years to catch up and then the next five year plan would have 4 units with Bullinger emphasizing reliable ambulances were important

    Hinson talked about the single largest CIP item with was the New Terminal Building at the Airport, advising it was $11 million in Federal grants and $2 million in GO Bonds and was a very big initiative.

    Lee questioned when this would be completed with Airport Manager Sims stating they were currently in the final stages of the Environmental Assessment and hoped to start the design in February with everything to be completed by 2024.

    The Mayor asked how construction would impact flying and whether the new terminal would have a flight deck bridge with Sims stating the plan in place would have minimal impact and construction would be off to the side and out of the way and as far as a flight deck bridge they were looking at it as an alternative, however the estimated cost was $750,000.

    Thoma inquired if the new terminal would open the doorway to more jet service to different cities with Sims stating that would depend on ridership.

    Adams asked if there was a deadline tied to the Federal money with Sims stating the deadline was May 11, 2024, noting they were talking to the FFA and asking for an extension, but believed they could get it done by May of 2024.

    Thoma stated they were doing a terrific job at the airport.

    Lee referred to the Scrip Road Pedestrian Trail and asked for clarification with Rahm stating they were looking at taking the existing roadway and putting down new materials and shoulders for the trail and dressing up the parks.

    Lee asked if it was in a floodway and how they would keep people from driving on the road with Rahm stating there were no restrictions as far as putting in a trail and they would block the area off from traffic.

    Hinson reviewed the remaining CIP items including the funding sources.

    Adams referred to the Joint Comprehensive Plan with Cerro Gordo County and asked how it was different from Vision North Iowa with Development Services Director Van Steenhuyse stating the intent was to identify a consultant and a budget with the County committing $40,000 and the City of Clear Lake $40,000 explaining Mason City would bear 60% of the cost with the other two entities each bearing 20% of the cost. He also stated the key was this would be a three in one plan and Mason City would get their own, but it would bring the North Iowa Corridor together and stressed this was a Land Use Plan which included a Strategic Action Plan and Hinson pointing out the purpose of a Comprehensive Plan was putting flesh on the bones of what the vision was.

    Lee asked if the last plan was in 2006 with Van Steenhuyse concurring and noting the Zoning Ordinance was adopted in 2010.

    The Mayor inquired if this would replace the existing plan with Van Steenhuyse concurring, emphasizing there would be a strong emphasis on what brings the three entities together, the things that made them unique, how it united the area as a destination and the needs of each separate jurisdiction, stressing there would be a specific, unique plan for Mason City with Burnett emphasizing it needed to be done and it made sense to do it together so they would be more effective as a region.

    Adams asked how it would be paid for with Hinson stating it was a General Capital Projects so it would be “pay as you go”. It would not be borrowed money with Burnett noting, staff had transitioned a lot of these and were trying to make the smaller items “pay as you go”.

    Adams questioned the value of doing it with Clear Lake and Cerro Gordo County with Burnett stating the corporate limits were going to be the biggest benefit and by doing this together they would get better feedback and reiterated it needed to be updated.

    Adams referred to televising the sewers and asked how much of the City had been televised in the last 5 years with Operation and Maintenance Manager Stangler stating 40% or 10% a year and when they were done they would go back and continue to tidy the system up.

    Hinson referred to the Nutrient Reduction Improvements, noting it was a few years out and figured into the sewer financing side. He also discussed sanitation and how they were a little behind and the goal was to catch back up

    Lee asked about the trucks with Stangler stating they were packer trucks and Burnett emphasizing the replacement of those vehicles was getting incredibly unreliable and staff was being a little proactive because the lead time could be problematic.

    Hinson stated everything being done budget wise was to hold the residential tax rate harmless. He stated staff was trying to reduce the GO Debt load to less than 50% and then maintain it. This continued practices and lightened the load by moving the smaller and less durable projects or purchases out of bonding and provided an overview of the “pay as you go” method explaining it was being done by establishing a fund with a combination of $0.27/$1,000 Emergency Levy and 7.5% of LOSST collected.

    Adams questioned if the Emergency Levy had restrictions with Hinson stating it did not it was a General Purpose Levy. He also GO debt was continuing 10 year issuances (can do maximum of 20 by law) so that was good.

    Hinson concluded his presentation by stating the 5 year CIP had extremely good, low rates as far as utilities and the strategy was to continue that and continue to invest and to keep it that way, smaller increases were necessary and provided an overview of the 5 year rate increases.

    The Mayor asked if the average increases across the board were slightly less than 3% with Hinson concurring and Burnett stating not many Cities were able to achieve these projects with this level of rate increases and the fact Mason City could do that was fantastic with a responsible, conservative, 5 year, solid plan.

    Adams questioned how confident staff was that the City could maintain or stay within that with Hinson stating no one could predict the future, but by taking this approach and scheduling out expenses to allow for extra costs the 5 year time frame was pretty predictive, but beyond 5 years it became questionable. He stated it was a guess, but it was a good practice to do small incremental increases each year and the Rate Ordinance would only need to be done one time in a 5 year period rather than 5 different times and it help make a fully funded plan.

    Further discussion followed regarding one Ordinance versus five separate Ordinances and obligating future Councils with Burnett stressing what was important was the commitment of where the City was going with the rates, stressing it was a transparency issue and this was a very doable rational logical plan.

    Symonds mentioned it looked like the interest rate increases were not compounding and 5 years should be a 19% increase not 17.5% with Hinson concurring.

    Lee requested at the next meeting the dollar amount spelled out and the effect on the individual taxpayers.

    The Mayor adjourned the meeting at 8:50 P.M.

            Congrats. Your first link is NOT a scientific, peer reviewed article that includes supporting data. That is propaganda from a biased media outlet. Your second article (which also is not a scientific article and does not appear to have a peer review or provide supporting data), but at least is presumably from a less biased source. This article doesnt support the claim that masks are effective in preventing the transmission of coronaviruses. Seems to indicate the best you could hope for in a carefully controlled laboratory environment is 70% efficacy. But again, no peer review, no supporting data.

      One reason the House added the voting rights language into the bill was to make it possible that the bill would be sent back to the senate where the republicans couldn’t refuse to debate it as they don’t want Americans to know the extent of their attempts to limit and deny minorities a voice in elections.       I agree with your point the people are sick of the BS at bum jobs – at least I think you are saying that. I for one figured that out a long time ago and started my own businesses. Be your own boss, get on the grind everyday, make it a lifestyle. It’s not for everyone. But if you can do it and have your plan in place, you can make a go of life without being a corp slave. They really don’t teach this is school. You have to get clobbered at all these bum jobs and get fed up – then the tough change becomes palatable.
