    Kamala will be better controlled and more easily directed by Obama once poor Joe is out. It was the plan from the start, which is likely why it took so long for Obama to endorse him. Biden was a last resort and they knew they couldn’t control Bernie or Pocahontas so they went with Joey, pressured him to pick Kamala and had this all planned. I’m surprised it’s taken this long. He’ll be out by September.

    Adopt Agenda: Motion, Masson; 2nd, Jaszewski that the agenda be adopted. AYES: All (Motion carried.)

    MASON CITY
    Starting Monday, June 21st and lasting until Thursday, June 24th, the Operation & Maintenance Utility Crew will close South Louisiana Avenue between Maple Drive and 2nd Street SE. Residents along Louisiana Avenue will be able to access driveways via 2nd Street. Access to Cabin Coffee will be maintained from Highway 122 and from Indiana Avenue. Anyone using the drive-through can access from the north.

    Water service will be interrupted starting at 1 pm Monday, June 21st from 2nd Street SE to 4th Street SE on Louisiana Avenue. Water service should be restored by 3 pm.

    This closure is necessary to install a mainline valve and relocate a fire hydrant.

    Motorists are encouraged to avoid this area and use alternate routes during this repair.

    Is that right? So many of the Democrats I know practice their faith on a regular basis. They span all sorts of religions, including Roman Catholicism.

    All of them, believe that they must not only follow the laws of their faith, but also conform to secular laws as well.

    One of those secular ideas is all men are created equal. Our Constitution says everyone is afforded equal protection under the law. That includes those who your belief system may not find acceptable.

    Yet are we not taught to forgive the sinners? Are not taught that our nation was founded on religious freedom?

    As an Independent, it is my thinking that for too long, many people have been suppressed in one form or another. Indeed, through deliberate, exclusionary, and obnoxious words and deeds.

    I grew up in an age where it was fashionable to be racist. We cannot ignore that, we should not pretend that it never existed. And if we teach our children it was a falsehood, or perhaps even a noble idea, then we are hurting them as well.

It helps people to understand the systemic racism that is, as one of the tenets states, a normal occurrence in the US and other countries where one race is the majority. We, as people, inherently want to dominate others and in a race dominant society, who better to dominate than the minority because they have little or no power. I am racist, I know that but I work every day to overcome the racism that has slipped into my life growing up in white America.

    At the Shellabration event in Fort Dodge, the actual Cheap Trick and 38 Special, in their band shell. In Mason City, in the huge arena the taxpayers will be paying for the next 100 years, another tribute band, playing somebody else’s songs, aka Fleetwood Mac, badly, backed up by the sucka** Milk and Vomit. Why? Because all the people running our arena events live in Clear Lake and Ventura, and don’t want anything too good, because it would be too much competition for the Surf and other crappy Clear Lake events and venues. There are at least a dozen people in Mason City who could do this better, who would hire better acts, who wouldn’t have an obvious conflict of interest, and wouldn’t siphon off a bunch of the money for themselves.

    4-2C-12: CHARGES: Effective with the July 1, 2021 billing, twelve dollars and forty cents ($12.40) per month shall be charged by the City and collected from each single-family dwelling and each separate dwelling unit within a multiple-family dwelling, or owner of a “residential premises” as defined in section 4-2C-1 of this article serviced by garbage, domestic refuse, recyclables or yard waste collection service as provided for in this chapter. This charge shall be in payment for collection of one bag per week and one collection of recyclables or yard waste per week as herein set out in section 4-2C-2 of this article. Such monthly charge shall be billed to the owner as herein directed.

    For each additional bag of garbage or refuse, a one dollar twenty cents ($1.20) sticker shall be attached.

    The collection of garbage, refuse, recyclables and yard waste, as provided for in this chapter, and maintenance of the availability of such service, whether or not the owner or occupant of such residential premises, is hereby declared a benefit to the said premises at least equal to the monthly charges specified in this article.

    Section 2: That all ordinances or parts of ordinances in conflict with the provisions of this Ordinance are hereby repealed.
    Section 3: If any section, provision, or part of this Ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole, or any section thereof, or part thereof, not adjudged invalid or unconstitutional.

    The City Council of the City of Mason City, Iowa, met in special session pursuant to law and rules of said Council on June 8, 2021, in City Hall at 4:00 p.m. Due to Covid-19, the meeting was held as a virtual meeting via Zoom. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Adams, Thoma, Jaszewski, Symonds, Lee, Masson. Absent: None.

    Adopt Agenda: Motion, Masson; 2nd, Jaszewski that the agenda be adopted. AYES: All (Motion carried.)

    1. Appoint Brent Hinson as Deputy City Administrator/Finance Director:

    City Administrator: Approval of appointment of Brent Hinson as Deputy City Administrator/Finance Director. With the unexpected passing of long-time Finance Director Kevin Jacobson last month, I have assessed the long-term needs of the City and created a new position of Deputy City Administrator/Finance Director to replace the Finance Director position. The new position will retain all of the existing responsibilities of Finance Director, including managing the Finance function, IT, GIS and grant writing staff. It also formalizes the role of this position as Acting City Administrator in my absence, and will permit me to assign this key manager to act on my behalf for a wide variety of boards, commissions, standing committees, departments and meetings. The job description was evaluated by our external compensation consultant and was recommended to be classified as Grade U under our non-bargaining compensation plan. This is the same pay grade level that earlier this year the Council approved Kevin Jacobson’s pay grade to be reclassified effective 7/1/21. The City began accepting applications for the vacancy on May 21st and commenced a statewide search for qualified candidates. We received multiple applicants for the vacancy, and I reviewed each application. From the list of candidates I interviewed Brent Hinson by phone and made the decision to offer him the position as the most qualified applicant. Mr. Hinson has served as City Administrator for the City of Washington, Iowa since 2011. Prior to serving in Washington, Hinson was City Administrator in Garner, Iowa for six years. He began his professional government sector career serving two years as Finance Director/City Clerk for Iowa Falls, Iowa. For the past seven years he has operated a successful municipal consulting firm for Iowa cities, specializing in executive search, finance, compensation studies, and TIF analysis. Hinson has a Master’s degree in Public Administration from Drake University and a Bachelors of Arts degree with a political science major from the University of Northern Iowa. He is a ICMA Credentialed Manager and has served on a number of state, regional and local boards. Hinson’s familiarity with North Iowa, knowledge of the complex field of government finance, experience with the unique needs of municipalities, and his strong passion for public service has prepared him to assist me in leading Mason City through the challenges facing us today. Attached are the specifics of the job offer I have made. Starting salary is at Grade U, Step 7 ($131,186 annually). In addition I have included accelerated vacation and sick pay benefits, and a moving/relocation allowance. If approved, Hinson will assume his new responsibilities on August 9, 2021. The wages for the position are allocated as part of the approved budget. Appointment and approval of appointment of Brent Hinson as Deputy City Administrator/Finance Director at the June 8, 2021 Special Council Meeting.

    Administrator Burnett outlined the process, duties and the recommended candidate.

    Motion, Adams; 2nd, Jaszewski that the recommendation be approved. Discussion followed regarding Mr. Hinson’s duties, getting up to speed, how he would help the Administrator, his top three goals, etc. AYES: All (Motion carried.)

    OF THE CITY COUNCIL

    The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on June 1, 2021. Due to COVID-19, the meeting was held as a virtual meeting via Zoom. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Thoma, Jaszewski, Symonds, Masson, Adams. Absent: Lee.

    Adopt Agenda: Motion, Adams; 2nd, Jaszewski that the agenda be adopted. AYES: All (Motion carried.)

    The Mayor proclaimed May 31 – June 6, 2021 as “Mason City Jaycees” in Mason City.

    Prior to adopting the Consent Agenda Item #5 and #13 were removed to be acted upon separately.

    Consent Agenda: Regular Minutes of May 18, 2021; Claims dated May 20 and 27, 2021 in the amount of $1,310,603.56; Bills BBQ – Class B Beer, Class B Native Wine; Walgreens – Class B Wine/C Beer/E Liquor; Walmart – Class B Wine/C Beer/E Liquor; Northwestern Steakhouse – Class C Liquor License; Plaza Morena Campestre Grill Class C Liquor, Catering Privilege, Outdoor Service; Appoint/hire Courtney Moretz as Crime Victim Specialist at the Mason City Police Department; Resolution No. 21-132, approving contract and bond for the “2021 Street Rehabilitation Program Project No. 21-1003”; Resolution No. 21-133, accepting work and ordering payment for construction of the “South Monroe Avenue Pedestrian Trail Project No. 20-1010”; Resolution No. 21-134, approving the purchase of one John Deerex758 Series Tractor from Brakke Implement, Inc. for the Adult Softball Complex; Resolution No. 21-135, approving the purchase of Sluice Gate Equipment form Whipps, Inc. of Athol, MA for the Water Reclamation Facility; Resolution No. 21-136, accepting a Warranty Deed to property acquired from Tahoe Development Co. for the 19th Street SE Street and Utility Extension Project; Resolution No. 21-137, dedicating 19th Street SE between S. Kentucky Avenue & S. Illinois Avenue as public right-of-way; Resolution No. 21-138, authorizing approval of a First Amendment to the Site Lease Agreement with Blue Sky Solar Co. and the City of Mason City Multi-Purpose Arena; Resolution No. 21-139, authorizing approval of a Memorandum of Site Lease Agreement and First Amendment to the Site Lease Agreement with Blue Sky Solar Co. and the City of Mason City Multi-Purpose Arena, was presented. Motion, Jaszewski; 2nd, Adams that all items in the Consent Agenda be approved and Resolutions adopted. AYES: All (Motion carried.)

    13. Approve Preliminary Plat – Stone Pillar Nineteenth Subdivision: Motion, Adams; 2nd, Symonds that Resolution No. 21-140, approving a preliminary plat for “Stone Pillar Nineteenth Subdivision”, be adopted. Discussion followed regarding who would pay for the street (developer). AYES: All (Motion carried.)

    5. Appointment of Emily Peters to NICEDC. Discussion followed regarding her qualifications. AYE: All (Motion carried.)

    Amendment No. 5 to MC Downtown Reinvestment Urban Renewal Plan: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Adams; 2nd, Masson that Resolution No. 21-141, determining an area of the City to be an Economic Development and Blighted Area, and that the rehabilitation, conservation, redevelopment, development or a combination thereof, of such area is necessary in the interest of the public health, safety or welfare of the residents of the City; designating such area as appropriate for Urban Renewal Projects; and adopting Amendment No. 5 to the Mason City Downtown Reinvestment Urban Renewal Plan, be adopted. AYES: All (Motion carried.)

    Development Agreement – SBMC, LLC: The Public Hearing was held as per published notice. David Rachie provided a presentation. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Jaszewski; 2nd, Thoma that Resolution No. 21-142, approving and authorizing execution of a Development Agreement by and between the City of Mason City and SBMC, LLC be adopted. Discussion followed regarding completion date, the roof, parking, tenant’s rent, etc. AYES: All (Motion carried.)

    Ordinance – Indoor Climate Controlled Self Storage & Personal Hobby Buildings: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment which were noted. There being no further comments the Public Hearing was declared closed. Motion, Jaszewski; 2nd, Adams that the Ordinance be received and placed on file for First Consideration. Discussion followed regarding the reason for waiving a reading and setting a precedence, parking, etc. AYES: All (motion carried.) Motion, Jaszewski; 2nd, Thoma to waive second reading and move to final. AYES: All (Motion carried.) Motion, Jaszewski; 2nd, Adams that Ordinance No. 21-5, amending the City Code, Title 12 “Zoning Regulations”: 12-2-2 “Definitions; 12-8-3: “Zoning Form and Function Table”:12-12-6 “Interpretation of Standards”; 12-14-6 “Interpretation of Standards”; 12-16-5 “Required Landscaping and Screening” to allow for indoor climate controlled self storage and personal hobby buildings, be adopted. AYES: All (Motion carried.)

    24th Street SW Paving Project: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Adams; 2nd, Thoma that Resolution No. 21-143, adopting plans, specifications, form of contract and estimated cost for the “24th Street SW Paving Project”, and 21-144, award of contract to Croell, Inc. of Hampton, Iowa for the “24th Street SW Paving Project”, be adopted and the bid tabulation with the recommended bid from Croell, Inc. of Hampton, Iowa in the amount of $159,679.60, be accepted. AYES: All (Motion carried)

    Winnebago River Low Head Dam Mitigation-Winnebago Dam No.1: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed.Motion, Masson; 2nd, Symonds that Resolution No. 21-145 , adopting plans, specifications, form of contract and estimated cost for the “Winnebago River Low Head Dam Mitigation – Winnebago Dam No. 1”, and 21-146, award of contract to Beemer Companies of Fairmont, MN for the “Winnebago River Low Head Dam Mitigation – Winnebago Dam No. 1”, be adopted and the bid tabulation with recommended bid from Beemer Companies of Fairmont, MN in the amount of $854,724.00 be accepted. Comments and questions followed regarding the order of the 3 dams being done and funding. AYES: All (Motion carried.)

    Setting Water, Sewer and Garbage Rates: Motion, Adams; 2nd, Jaszewski that the Ordinance repealing Title 6, Chapter 1, “Public Utilities”, Article A. Water Rates, Section 1, Rates and Charges established, Subsections A and B (1) in their entirety, and adopting new Subsections A and B (1) in lieu thereof, be received and placed on file for Second Consideration. AYES: All (Motion carried.) Motion, Thoma; 2nd, Symonds that the Ordinance repealing Title 6, Chapter 2: “Sanitary Sewers”, Article A. “Sewer Rates”, Section 3: “Schedule of Rates”, Subsection A and B, and adopting a new subsection A and B in lieu thereof be received and placed on file for Second Consideration. AYES: All (Motion carried.) Motion, Jaszewski; 2nd, Thoma that the Ordinance repealing Title 4, Chapter 2: “Garbage, Refuse, Recyclables and Yard Waste”, Article C: “Solid Wastes”, Subsection 12: “Charges”, and Adopting a new Subsection 12 in lieu thereof, be received and placed on file for Second Consideration. AYES: All (Motion carried.)

    2nd Amended and Restated Solar Power Purchase Agreement: Motion, Masson; 2nd, Adams, that Resolution No. 21-147, approving and authorizing execution of a second amended and restated solar power purchase agreement by and between the City and Blue Sky Solar Co. Mason City LLC, be approved. AYES: All (Motion carried.)

    Especially for those of you who did not know her in life, you do not get to usurp Mollie and her legacy for your racist, false narrative now that she is no longer with us. We hereby reclaim our Mollie.
    Mollie was a young, intelligent, caring woman with a ready smile and a compassionate heart. So many across the state of Iowa and the entire country embraced her, and us, as we all searched and hoped for her safe return. It was not to be. Mollie was killed, and a man has been arrested and charged with her murder. Yes, that man is an immigrant to this country, with uncertainty as to his legal status. But it matters not. He could have been a citizen, born in this country; he could have been an older, white man from anywhere; he could have been a man from Mollie’s world. He is a man, whose path in life crossed that of Mollie’s life, with tragic results. He is a man who felt entitled to impose himself on Mollie’s life, without consequence. He is a man who, because of his sense of male entitlement, refused to allow Mollie the right to reject his advances – the right to her own autonomy. Mollie was murdered because a man denied her right to say no.
    Our national discussion needs to be about the violence committed in our society, mostly by men, as seen by these grim statistics from the FBI:
    • 89.5% of murders are committed by men.
    • 98.9% of forcible rapes are committed by men.
    • 80% of violence against families and children is committed by men.
    • 85% of intimate partner violence is committed by men.
    We must be willing to address the way we raise our boys and young men, so that violence is not a part of their response to this world. Like the recent murders of the Colorado family or the similarly tragic homicide of Kate Steinle, Mollie’s death is further example of the toxic masculinity that exists in our society.
    Mollie’s murder is truly tragic and horrifically painful for all of us who knew and loved her, the extinguishing of a treasured spirit much too soon. It is not your right to exacerbate this grievous act by hijacking Mollie and all she believed with your racist fear-mongering. You do not get to use her murder to inaccurately promote your “permanently separated” hyperbole. You do not have permission to callously use this tragedy to demonize an entire population for the acts of one man.
