As a staunch Democrat I can say I found a flaw in Biden’s plans. I do not agree with automatically sending money per child to families every month. A big no. I would agree with sending one payment a year (before school starts) to help with school clothes and supplies, but not a set amount every damned month. That gives each family FAR more than FIP gives out- which comes with big demands by the state in order to get FIP. I think this wild idea was pushed by the far-left rather than mulled over wisely.

City Hall January 14, 2021

MINUTES
COUNCIL WORKSESSION
The City Council of the City of Mason City, Iowa, met in Worksession pursuant to law and rules of said Council, in the 2nd Floor Conference Room of City Hall at 6:00 P.M., on January 21, 2021. The meeting was held via Zoom and called to order by the Mayor and on roll being called, there were present, Mayor in the Chair Schickel and the following Council Members: Lee, Jaszewski, Thoma, Masson, Adams, Symonds. Absent: None.
Administrator Burnett provided an introduction.
Capital improvements by fund yearly comparison: Jacobson highlighted the Capital Improvements Fund by yearly comparison. The funds included Local Option Sales Tax, GO Bonds, Road Use Tax, Storm Sewer, Water, Sewer, Sanitation and Ambulance.
General Projects Fund: Jacobson provided a review of the General Projects Fund, advising it was pretty straight forward, noting two projects were done each year (computer replacement and miscellaneous equipment replacement) and one was identified through the goal setting (Housing Market Study). He mentioned the City was also leasing vehicles so that money needed to be allocated and the carpeting at the Museum was moved into the General Projects fund.
Discussion followed regarding Museum carpeting, Housing Study, Ambulance purchase, etc.
Sanitation Fund: Jacobson stated staff made a decision to move a replacement vehicle from 2023 to 2022. He also stated there needed to be a monthly increase of $0.35 over a five year period to get the fund where it needed to be.
Burnett stressed the $12.00 rate was a bargain when looking at other communities, pointing out it was very competitive.
Discussion followed regarding leased vehicles.
Water Fund: Jacobson discussed various projects proposed in the fund and referenced the Water Main Replacement Program, advising the idea was to start looking at ways to maintain the water mains. He also pointed out the City would be retiring the debt on the Water Treatment Plant by fiscal year 2023. The rate increase was projected at 1.00% and that would help with Operating. Jacobson also commented on bonding and advised there was revenue debt, but all revenues from that Fund paid the debt.
Sewer Fund: Jacobson reviewed the projects included in the fund and explained how staff was trying to methodically build (increase) rates so the impact to the citizens wouldn’t be as large when it came time to start the Nutrient Reduction project, noting staff was maintaining some reserves for that and approximately $700,000 was set aside to help offset some of that in the future.
Discussion followed regarding collection maintenance.
Burnett explained staff was working really hard to keep that rate low while still trying to balance out getting some projects done.
Local Option Sales and Service Tax: Jacobson stated Local Option was coming in solid from what was collected last year, adding there was a dip, but now it was solid. He reviewed other projects and also noted Engineering had the River Walk Project and within that was carry over and grant money to help pay for that $950,000 project. He commented the sunset was 2023 and stressed the importance of moving forward and getting information out to the public in 2022.
Mayor Schickel asked if $950,000 was the total for the Riverwalk with Burnett stating it was not and provided information regarding the various funding sources stating total was $1.25 million
Discussion followed regarding the High Line Trail and moving the Pavement Marking Project.
Road Use Tax Fund: Jacobson highlighted the projects and explained staff was trying to maintain the bonding so as not to raise rates or make the debt too high, pointing out vehicle replacement was reduced by $50,000 and noted there was $59,000 in LOST that was not allocated and would transfer into Road Use. In addition, he commented on bonding, advising right now the Council was looking at $1,650,000 and emphasized the importance of making sure the items included in the bonding were indeed an asset.
G.O. Bonds: Jacobson reviewed the 5 year Capital Improvement Projects, advising the largest project was the RCR skywalk. He also stated the debt issued in FY 21 calculated into a $.08 decrease in the Debt Service Levy.
Discussion followed regarding the $75,000 for masonry restoration at City Hall and patrol videos.
Outside Funding Sources: Jacobson stated the items in blue were TIF funded and a few projects had grant money as the primary funding source, but stressed if the revenues did not come in, the projects would not happen. He pointed out there were several large projects at the Airport, but the CARES Act funding would virtually pay for all those projects. In addition he mentioned there would be a rate increase in Internal Services which was something that hadn’t happened for several years.
Discussion followed regarding the Airport lagoon and minor terminal changes.
Conclusion: Jacobson stated there were $42 million in project and he thought it was a good plan. The following increases would apply for Enterprise Funds:
Water $0.29

Sanitation $0.35

Projected monthly increase for average user (500 CF) $1.11
Yearly increase $13.32
Burnett stated what staff had presented allowed the City to achieve what it needed to without postponing what needed to be done and stressed it was a low, responsible proposal.
Discussion followed regarding keeping rates at a steady increase for Nutrient Reduction Project and maintenance and keeping the impact low due to COVID.

Two amazing things are happening this weekend. Two things that are the hope of the world. That the fear and greed and ego we are stuffed so full of would have given way to reason, humanism and altruism. Back then, once the feeling of power had settled into a person, it latched on with an iron tight grip. And it’s not just “back then.” This remains the case today, all over the world. But not here. Here, in America, the best in us has overcome the worst. George Washington “taught us how to say goodbye,” in peace, and we have done it that way ever since. Though we disagree intensely with the incoming president, and will remain ever vigilant over the course of his term, the way he will be inaugurated is, nonetheless, and maybe more so, a miracle. And a beacon of hope for the world.
The second thing that will happen is that millions of us, the very next day, will peacefully take to the streets to express our profound displeasure with who we elected. We will be free to do this. AN ORDINANCE AMENDING THE 2000 CITY CODE OF THE CITY OF MASON CITY, IOWA, BY REPEALING TITLE 10, CHAPTER 2, ARTICLE B, “ELECTRICAL CODE”, SECTION 15, PARAGRAPH A IN ITS ENTIRETY AND ADOPTING A NEW SECTION 15 PARAGRAPH A IN LIEU THEREOF
BE IT ORDAINED by the City Council of the City of Mason City, Iowa:
Section 1: That the 2000 City Code of the City of Mason City, Iowa, should be and the same is hereby amended by repealing Title 10, Chapter 2, Article B, “Electrical Code”, in its entirety, and adopting new Article B in lieu thereof, as follows:

CHAPTER 2
BUILDING CODES
ARTICLE B. ELECTRICAL CODE
10-2B-15: NATIONAL ELECTRICAL CODE:
A. Except as added to, deleted, modified or amended in this Article, there is hereby adopted as a portion of this Electrical Code the current edition of the National Electrical Code (NFPA 70) as published by the National Fire Protection Association as currently adopted by the Iowa Electrical Examining Board, Iowa Department of Public Safety.
Section 2: That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
Section 3: If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section thereof, or part thereof, not adjudged invalid or unconstitutional.
Section 4: This ordinance shall be in full force and effect upon its final passage, approval and publication as required by law.

The Mayor presented a Certificate of Achievement for Excellence in Financial Reporting for the 32nd consecutive year to Finance Director Jacobson.
City Administrator Burnett presented his Monthly Activity Report. Council comments and questions followed the report.
Prior to adopting the Consent Agenda Item #7 and #9 were removed to be acted upon separately.
Consent Agenda: Regular Minutes of January 5, 2021; claims dated January 7 and 14, 2021 in the amount of $1,158,420.84; December Financial Report – Cash Basis; Resolution No. 21-9, approving the re-adopting of the Investment Policy for the City of Mason City, Iowa; Resolution No. 21-10, approving the purchase of a one BOD incubator from Geneva Scientific of Fontana, WI; one automatic Sampler from Sonford Samplers of Lakeville, MN and a dishwasher from Midland Scientific of Davenport, Iowa for the Water Reclamation Facility; Resolution No. 21-11, approving and authorizing execution of release and Promissory Note related to that certain Development Agreement with WS Live, LLC dated September 3, 2013; Resolution No. 21-12, proposing conveyance of previously vacated public property to abutting property owners (north/south alley) in Central Heights located in the block bounded by 19th Street SW, South Wilson Avenue, 18th Street SW and South Harding Avenue as set out in this resolution below; and calling for a public hearing on the proposed conveyance. 9. Union Pacific Railroad Quiet Zone Project: Motion, Symonds; 2nd, Jaszewski that Resolution No. 21-14, authorizing approval of a reimbursement agreement between the Union Pacific Railroad Company and the City of Mason City, Iowa for the Quiet Zone Project, be adopted. Discussion followed regarding the reason for the agreement, the delay, what would happen if it wasn’t approved, etc. AYES: All (Motion carried.)
12. Pre-Application for the IEDA Community Catalyst Building Remediation Program: Motion, Thoma; 2nd, Masson that Resolution No. 21-15, authorizing submission of a pre-applicatoni to the Iowa Economic development Authority for funding from the Community Catalyst Building Remediation Program on behalf of 2 Artists, LLC for property located at 2 South Adams Avenue (former YWCA), be adopted. AYES: All (Motion carried.)
13. Amendment to the City Electrical Code: Motion, Jaszewski; 2nd, Symonds that the Ordinance No. 21-2, amending the City Code, by repealing Title 10, Chapter 2, Article B, “Electrical Code”, Section 15, Paragraph A in its entirety and adopting a new Section 15 Paragraph A in lieu thereof, be adopted. As a staunch Democrat I can say I found a flaw in Biden’s plans. I do not agree with automatically sending money per child to families every month. A big no. I would agree with sending one payment a year (before school starts) to help with school clothes and supplies, but not a set amount every damned month. That gives each family FAR more than FIP gives out- which comes with big demands by the state in order to get FIP. I think this wild idea was pushed by the far-left rather than mulled over wisely.
C’mon, I’m a parent of two boys. The cost to care for them wasn’t a huge jump over the cost to care for myself until it came to school needs.

I paid daycare. Of course back then it wasn’t anywhere near as high. At the time the state of Iowa had a program that helped or did pay childcare if you qualified. I’m sure program that still exists. So it all boils down to whether you can afford to pay it on your own or get state help- there aren’t a lot of excuses to use to use child care as a bash against me. At least I make a point to tell young mothers about the program when they talk about childcare.

COUNCIL WORKSESSION
The City Council of the City of Mason City, Iowa, met in Worksession pursuant to law and rules of said Council, in the 2nd Floor Conference Room of City Hall at 6:00 P.M., on January 21, 2021. The meeting was held via Zoom and called to order by the Mayor and on roll being called, there were present, Mayor in the Chair Schickel and the following Council Members: Lee, Jaszewski, Thoma, Masson, Adams, Symonds. Absent: None.
Administrator Burnett provided an introduction.
Capital improvements by fund yearly comparison: Jacobson highlighted the Capital Improvements Fund by yearly comparison. The funds included Local Option Sales Tax, GO Bonds, Road Use Tax, Storm Sewer, Water, Sewer, Sanitation and Ambulance.
General Projects Fund: Jacobson provided a review of the General Projects Fund, advising it was pretty straight forward, noting two projects were done each year (computer replacement and miscellaneous equipment replacement) and one was identified through the goal setting (Housing Market Study). He mentioned the City was also leasing vehicles so that money needed to be allocated and the carpeting at the Museum was moved into the General Projects fund.
Discussion followed regarding Museum carpeting, Housing Study, Ambulance purchase, etc.
Sanitation Fund: Jacobson stated staff made a decision to move a replacement vehicle from 2023 to 2022. He also stated there needed to be a monthly increase of $0.35 over a five year period to get the fund where it needed to be.
Burnett stressed the $12.00 rate was a bargain when looking at other communities, pointing out it was very competitive.
Discussion followed regarding leased vehicles.
Water Fund: Jacobson discussed various projects proposed in the fund and referenced the Water Main Replacement Program, advising the idea was to start looking at ways to maintain the water mains. He also pointed out the City would be retiring the debt on the Water Treatment Plant by fiscal year 2023. The rate increase was projected at 1.00% and that would help with Operating. Jacobson also commented on bonding and advised there was revenue debt, but all revenues from that Fund paid the debt.
Sewer Fund: Jacobson reviewed the projects included in the fund and explained how staff was trying to methodically build (increase) rates so the impact to the citizens wouldn’t be as large when it came time to start the Nutrient Reduction project, noting staff was maintaining some reserves for that and approximately $700,000 was set aside to help offset some of that in the future.
Discussion followed regarding collection maintenance.
Burnett explained staff was working really hard to keep that rate low while still trying to balance out getting some projects done.
Local Option Sales and Service Tax: Jacobson stated Local Option was coming in solid from what was collected last year, adding there was a dip, but now it was solid. He reviewed other projects and also noted Engineering had the River Walk Project and within that was carry over and grant money to help pay for that $950,000 project. He commented the sunset was 2023 and stressed the importance of moving forward and getting information out to the public in 2022.
Mayor Schickel asked if $950,000 was the total for the Riverwalk with Burnett stating it was not and provided information regarding the various funding sources stating total was $1.25 million
Discussion followed regarding the High Line Trail and moving the Pavement Marking Project.
Road Use Tax Fund: Jacobson highlighted the projects and explained staff was trying to maintain the bonding so as not to raise rates or make the debt too high, pointing out vehicle replacement was reduced by $50,000 and noted there was $59,000 in LOST that was not allocated and would transfer into Road Use. In addition, he commented on bonding, advising right now the Council was looking at $1,650,000 and emphasized the importance of making sure the items included in the bonding were indeed an asset.
G.O. Bonds: Jacobson reviewed the 5 year Capital Improvement Projects, advising the largest project was the RCR skywalk. He also stated the debt issued in FY 21 calculated into a $.08 decrease in the Debt Service Levy.
Discussion followed regarding the $75,000 for masonry restoration at City Hall and patrol videos.
Outside Funding Sources: Jacobson stated the items in blue were TIF funded and a few projects had grant money as the primary funding source, but stressed if the revenues did not come in, the projects would not happen. He pointed out there were several large projects at the Airport, but the CARES Act funding would virtually pay for all those projects. In addition he mentioned there would be a rate increase in Internal Services which was something that hadn’t happened for several years.
Discussion followed regarding the Airport lagoon and minor terminal changes.
Conclusion: Jacobson stated there were $42 million in project and he thought it was a good plan. The following increases would apply for Enterprise Funds:
Water $0.29
Sewer $0.47
Sanitation $0.35
Storm Sewer –
Projected monthly increase for average user (500 CF) $1.11
Yearly increase $13.32
Burnett stated what staff had presented allowed the City to achieve what it needed to without postponing what needed to be done and stressed it was a low, responsible proposal.
Discussion followed regarding keeping rates at a steady increase for Nutrient Reduction Project and maintenance and keeping the impact low due to COVID.
The Mayor adjourned the meeting at 7:43 P.M.

Though we disagree intensely with the incoming president, and will remain ever vigilant over the course of his term, the way he will be inaugurated is, nonetheless, and maybe more so, a miracle. And a beacon of hope for the world.
The second thing that will happen is that millions of us, the very next day, will peacefully take to the streets to express our profound displeasure with who we elected. We will be free to do this. It is our right. It is enshrined in our constitution. And, again, billions of people, all over the world, will marvel at what is possible in America.
And the day after that, we put our collective shoulders to the wheel to ensure that America remains the hope of the world.

You were right bushy passed it but you know he was kooky -but we don’t think corrupt – now we have a kooky kurupt kumin in – not to smart – AND HE as he said DARK DAYS AHEAD ! Hell we all figured that if your not a public servant or on the taxpayers dime. Private citizens are screwed.
