        WE switched our whole advertising outlook away from traditional newspaper, radio and broadcast TV..went to target ads on Fox Radio, no newspaper, no alpha that is overpriced, some target billboards and 100% social media outlets.     Sealed proposals, subject to the conditions contained herein, will be received by the City Clerk of the City of Mason City, Iowa, at the City Clerk’s office in City Hall, 10 First Street NW, Mason City, Iowa, until 2:00 o’clock p.m. CDT on the 18th day of February, 2020 for:

    Construction of “South Federal Fire Station ENGINE 2 Roofing Project”, as hereinafter described in general and as described in detail in the plans and specifications now on file in the office of the City Clerk, Mason City, Iowa.

    Bids received after the deadline for submission of bids as stated herein shall not be considered and shall be returned to the late bidder unopened.

    Proposals received will be opened, read aloud, tabulated, and referred to the City Council for consideration at a meeting beginning at 7:00 p.m. on the 3rd day of March, 2020 in the Mason City Room, Mason City Public Library, 225 2nd Street SE, Mason City, Iowa. Bids will be acted upon at such time or at such later time as may then be fixed. Prior thereto, at said time specified above, a hearing will be held on the proposed plans, specifications, form of contract, and estimate of cost for said Improvements, and at said hearing any interested person may appear and file objections thereto.

    The extent of the work involved is the furnishing of labor and new materials for improvements to the roof system of Fire Station ENGINE 2 located on South Federal Avenue (43°07’54.3″N 93°12’05.1″W) in Mason City including, but not limited to the following:

    The Project includes all labor, materials and equipment necessary for installing a new roofing system.

    The Proposal shall be made out on the form furnished by the City of Mason City and obtained from WHKS & Co., Engineers, Planners, and Surveyors, and must be accompanied in a sealed envelope by either: (1) a certified check, or a cashier’s check drawn on an Iowa bank, or a bank chartered under the laws of the United States, in an amount of 10% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 10% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 10% of bid amount.

    The bid security shall be made payable to the City Clerk of the City of Mason City, Iowa.

    The bid security must not contain any conditions either in body or as an endorsement thereon. The bid security shall be forfeited to the City as liquidated damages in the event the successful bidder fails or refuses to enter into contract within ten (10) days after the award of contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. The City will accept bid bond forms that meet the requirements of Iowa Code section 26.8.

    Sales Tax Exemption. Contractors and subcontractors shall not include sales tax for material purchases. At the time of the contract acceptance by the City Council, the prime contractor and all subcontractors will be issued a certificate of exemption.

    Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened.

    The City of Mason City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for the award.

    Prospective bidders’ or contractor’s attention is specifically called to the Mason City Human Rights Commission Specifications which mandates that female and minority business enterprises shall be afforded the maximum opportunity to participate in the performance of this project. Prospective bidders’ or contractor’s attention is also directed to the fact that the Mason City Human Rights Commission will notify firms designated as Minority, Women, and/or Disadvantaged Business Enterprises, of this project and determine if they are interested in participating as subcontractors for this project. Prospective bidders or contractors shall then be notified by the Commission of those interested parties.

    The established DBE goal for this project is 0% of the total amount bid.

    By virtue of statutory authority, a preference will be given to products and provisions grown and produced within the State of Iowa.

    In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident.

    Bidders will be required to complete a Bidder Status Form from the Iowa Department of Labor regarding the Contractor’s resident status within the State of Iowa. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected.

    The Contractor shall commence work after the Notice to Proceed is issued and work shall be completed on or before May 15, 2020.

    Payment to the Contractor for said Project will be made in cash derived from the proceeds of the issuance of bonds as may be legally used for such purposes, governmental grants and/or from cash on hand. Any combination of the above methods of payment may be used at the discretion of the City.

    The Contractor will be paid each month ninetyfive (95) percent of the Engineer’s estimate of the value of acceptable work completed at the end of the preceding month. Final payment will be made in accordance with Iowa Code chapters 26 and 573, as amended. No partial or final payment will be due until the Contractor has certified to the City that the materials, labor and services involved in each estimate have been paid for in accordance with the requirements stated in the specifications.

    The successful bidder will be required to furnish a bond in an amount equal to one hundred (100) percent of the contract price, said bond to be issued by a responsible surety approved by the City and which shall guarantee a faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of the improvements constructed for a period of two (2) years after completion and acceptance by the City.

    Plans and specifications governing the construction of the proposed improvements have been prepared by WHKS & Co., Engineers, Planners, and Surveyors, which plans and specifications and the proceedings of the City referring to and defining said proposed improvements are hereby made a part of the Notice by reference, and the proposed contract shall be executed in compliance therewith. Copies of said plans and specifications are now on file with the City Clerk and at the offices of WHKS & Co., and may be examined by the bidders.

    Plans and specifications are available to download free of charge at http://www.questcdn.com. Plans and specifications for private use may also be obtained from WHKS & Co., Engineers, Planners, and Surveyors, 1412 6th Street SW, Mason City, IA 50402-1467, for a refundable deposit of $50.00. If the plans and specifications are not returned to WHKS & Co. within fourteen (14) days after the award of the project and in reusable condition, the deposit shall be forfeited.

    The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.

    The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on January 21, 2020. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Thoma, Jaszewski, Symonds, Masson, Adams, Lee. Absent: None.

    Motion, Masson; 2nd, Jaszewski that the agenda be adopted. AYES: All (Motion carried.)

    The Mayor proclaimed Friday, January 31, 2020 as Coaches versus Cancer Day.

    Lindsey James, Director of Visit Mason City provided a quarterly report. Council comments and questions followed the report.

    Emily Ginneberge, Director of Main Street Mason City provided a quarterly report. Council comments and questions followed the report.

    Rebecca Gisel and Terry Bohl with Alliant Energy presented information concerning the upcoming electric distribution projects for 2020-2021.

    Finance Director Kevin Jacobson and the City’s Auditor John Olson provided an Audit Report.

    City Administrator Burnett presented his Monthly Activity Report.

    Prior to adopting the Consent Agenda Item #12 was removed to be acted upon separately.

It’s all because of the Trump Doctrine, a mixture of Trump’s unique business acumen and negotiating skills. No other politician in the world has this combination of traits.       First, the economy. Trump has created an economic miracle and a true Goldilocks economy. It’s perfect. It’s just right. Trump knows jobs. We have millions of jobs. He knows how to get things moving. We’ve seen a dramatic bump in economic growth. He focuses with laser-like intensity on the middle class. We’re enjoying dramatic middle-class wage growth. He understands stocks. We’re in the midst of one of the greatest stock markets of all time. Yet there’s virtually no inflation. This is the perfect economy. Second, Trump understands the art of the deal. Actually, he wrote the book on it. America is the economic engine of the world. Every country in the world needs us more than we need it. Without our consumers, the world is out of business.

      Schiff repeatedly quoted Trump saying Article II of the Constitution allows him to “do whatever I want.” He did this, with no context, to give the impression that the President thinks he can run wild over government. But context matters. Trump was explicitly talking about his ability to fire Robert Mueller, which he could have (but he didn’t). Out-of-context and put in a different framing, it sounds bad. In context, it makes perfect sense.

            Obama took office just as the Great Recession, the biggest American economic crisis since 1929, created entirely by rich Republicans, who then did as they always do: looted and bankrupted the country, then ran away and hid until somebody else fixed it. Obama saved the auto industry, among many others. In contrast, Trump actually LOST money at his casinos, which is almost impossible unless you siphon off all the cash, which he did. He destroyed the casino business in Atlantic City.

    Newark, N.J., hasn’t had a GOP mayor in more than a century. It was ranked as the fifth-worst city to live in in 2015. Detroit, of course, was first.

    Detroit last elected a Republican mayor in 1957. It is now the model of urban failure — it’s recognized more for its poverty, crime, rot and bankruptcy than the great cars that it turned out into the early 1970s. It is the poorest big city in the nation, with almost 40% of the population living below the poverty line. The website Law Street actually ranks Detroit ahead of Flint as the country’s most dangerous city. Either way, it’s clear that both cities have institutionalized crime problems.
    Detroit is also a pit of political corruption. Just in recent years, one mayor, Kwame Kilpatrick, was convicted of corruption and sent to federal prison for 28 years, while building inspectors have been indicted on federal felony bribery charges and a former city council member was investigated in a bribery and kickback scandal.

      Detroit’s troubles can be traced directly to the loss of automotive jobs, moved overseas by greedy rich Republicans who ran the car companies. They didn’t care what happened to those out of work people, and they still don’t.

    I’m tired of seeing all the insane, moronic or just not-well-thought-out posts regarding abolishing the electoral college. We KNOW the Left is still butt-hurt about Killary losing. We get it. We KNOW you mooks THINK ‘the’ answer is “soft socialism.” (No such thing) So here’s some actual facts, from real books and such, that you all need to digest so you’re not so inept sounding… The 2000 and 2016 elections were only the 4th and 5th time in our country’s history of 58 contests, wherein the winner lost the popular vote. The other 3 times were in the 19th century. 53 for 58, not bad. And as Winston Churchill once said, “Democracy is the worst form of government, except for all the others.” Have a nice day!

    Seems like every other TV program is labeled. Shouldn’t the news be labeled that “the following program is the sole opinion and views of the news reporters. It may not contain facts, just opinions and biases.” Aren’t there laws about false advertising and/or being transparent about program contents? I’m just saying journalism is dead and these news sources are just shows now.

    What is truth in report and journalism when it is one sided like communists. There was a time in America printed news had truth and values. It’s bothersome these smears on all sides of political parties and tactics are used to win an American’s Citizen’s vote. Once in office politicians somehow get rich and make it a permanent lifetime career instead of working for the American Citizens fixing economy. Now President Trump is different, wealthy before his position, a true philanthropist, there to make a difference govern for what is right for those with less in a positive way and these career politicians hate him for that.
