The unanimous 5-0 vote was taken after much debate, a recess called by the mayor, and emotional testimony from supporters of the business and owner George Barlas.
The city has declared Eleven Lounge a safety hazard in denying the license. A notice of denial will be delivered to Mr. Barlas by Friday and he will have 30 days to appeal. The state, which truly has power over the license itself, has up to 60 days to deny the license renewal to Eleven.
Eleven lounge and the adjoining Chop Restaurant will apparently stay open as the appeal process is worked through. Sources tell NIT that an appeal is already in the works.
The liquor license denial by the council completes a rough patch for Eleven Lounge, which has remained under scrutiny for months by city hall and police for 19 “calls for service” within a yearfor alleged incidents at near, or around the business. Just this weekend, a man with a firearm was on the roof of the mall across the street, firing at people and the front of the Chop / Eleven establishment. Police named the business three times in their press release, even though he was not a customer there, was on the roof of a different business, and lived in a nearby apartment where he was arrested.
Here is how you solve this problem..
When you see one of these thugs come in you TAKE their money and serve them a week drink in a short glass.. And in the rare case the animal don’t order gin and juice, you keep a warm/outdated beer or two around to serve them..

Eleven & Chop are competition for the government run businesses Decker House Restaurant/Bar & Frank Loyd Wright Restaurant/Bar, and the new proposed tax payer/endowed money pit Hotel/Motel planning on going up by Central Park, the problem with Eleven & Chop they are “privately” owned and have never obtained Grant $ from the government, how does a a private entrepreneur compete with government run businesses, they don’t, they get shut down, government fusing/colluding with business is bad business for individuals/David who want to have a business that may compete with government/Goliath.
The police in Mason City are intimidated by the people from outside of Iowa that are moving here. It is quite sad actually.
I went to City Hall today and got a copy of the ordinance.
Based on the ordinance here’s some questions the city council and police department need to answer.
1. How is the police service fee determined. By the hour, by the officer?
2. Was a full billing statement given to Eleven with documented times and dates of extra service required?
3. Were any arrests made or citations issued during the extra service calls? If so, were the names of the offenders given to Eleven so they could deny them future entry?
4. How does this misdemeanor offense end up in the city council agenda? Is this standard operating procedure for misdemeanor ordinance violations?

Answer: In both situations they are attempting to reduce the problems that those from Detriot and Chicago are inflicting on the community without actually meeting the problem head on. Now closing the bar down because of continued problems ect… I agree with. However, trying to target minorities by ignoring the 4th amendment and trying say we need to impound cars for minor traffic offenses so we can illegally search cars under the cover of a local ordinance is wrong. @al-I think you have got it. That bar does not fit with the image they want downtown. I know a guy who has to go downtown at night and he tells me driving down Delaware is dangerous. They are in the street, and parking lot and call people names and challenge them when you drive down the street. That is the police’s fault because that is not in the bar.
When I frequented MC bars, there were occasional problems but the police handled it. They just walked in, arrested a couple of people if the situation warranted it, and everyone went back to what they were doing. We could always count on a police officer walking through the bar once or twice a night. At least on the weekends. It is called preventative intervention. Maybe our police should try that.
@OhOh-I am a bit undecided. I think Barlass had plenty of opportunity to do the right thing and he ignored it as well as not paying his fines. The situation outside the bar should have been handled by the police. I hoped that helped because it didn’t convince me. I guess I am in favor although I can see the other side.

LVS, when I was growing up scooping the loop on a weekend night brought the same level of parking lot challenges and fights. The police act like this is new for Mason City. Remember the big Albert Lea / Mason City brawls that use to occur? Chains, knives, bats, all were common place.
@Political Hit-I remember it very well as I was there. When you are young you think you are bullet proof. I also remember the Old Barn Dance and the fights there and of course there was the College Inn. But, most of the fights back then were fist fights, today they bring knives and guns.

The Park Inn bar and Eleven are not in competition. They do not attract the same clientele, they are worlds apart as far as atmosphere and what they offer.

the goon on the roof has nothing to do with 11’s bar, it’s the blacks and wanna be blacks that are causing all the trouble. Most are imports that have lots of drug money and have no respect for others, just looking for some white women to PORK. This is a bigger problem than a bar owner not paying fines. Had it been about that, there would have been NO NEED for further discussion in recess. This is a failure of our police force and city council. I don’t want bar workers taking on violent patrons, that is the job of the police. If the police don’t want to do their jobs, address that problem because it will only get worse.

It is the job of the police to maintain public safety. It sounds like you haven’t been in a bar after 8pm since the smartphone was invented. For a moment pretend one of your kids or grandkids has to work in a bar at closing time. Are they responsible for dealing with a violent patron (who is breaking the law) or is it the job of the police?
@Anonymous-I can guarantee you that I have been in more bars and more country’s than you can count. One thing has never changed is the owners or their representative is responsible to keep order and obey the laws. That may be evicting someone or just calling the police. If they do that on a consistent basis they will maintain order and improve their business. No decent man wants to subject his wife or girl friend to a dangerous atmosphere. I have to agree. The bar owners and bartenders are responsible when they over serve people. They are responsible for what happens on their sidewalks when their patrons leave. But I also agree with the posts that the imports are a big problem in this town. The owners at eleven allowed these people to take over their place of business and make it a place for drugs and fighting. They didn’t want to turn them away, so now they’re paying the price.
He was denied his license because he ignored the two previous warnings and fines. He ignored the law and thought he could get away with it. He is no different than anyone else. He must obey the law.
Agreed! The council grew a pair and finally enforced the law. Even Queen Jean stepped up to the plate. Lets hope this trend continues and that they take the same hard line position on slum lords and other issues that plague our community.

Ok so alley katz was closed due to the fights now 11’s my guess is the next spot will be the bar wise guys. these same people (imports from other cities) will just move to another bar. Every bar needs to hire some bad ass bouncers and get some really good insurance and let the bouncers thump these black asses and wanna be black asses. This shit has been happening a long time, just back in the day the bars like stoned toad, bruisers had some pretty good owners that let the bouncers do their thing.
