Charles City felon arrested for domestic assault for second time this year

CHARLES CITY – A Charles City felon was jailed for the second time this year for domestic assault, the latest incident occurring the day after Christmas and allegedly involved strangulation.

On December 26, officers with the Charles City police department responded to the 100 block of 7th Avenue on a report of a disturbance. After an investigation, 29-year-old Matthew Cagely was arrested on a charge of domestic abuse assault impeding the flow of air or blood (strangulation). He was jailed and released the very same day on his own recognizance. A no-contact order was imposed by a judge.

Cagey was also arrested on August 25. Charles City police went to the 100 block of 7th Avenue at about 8:50 PM that evening to investigate a reported domestic assault and took Cagely to jail. On December 16, he pleaded guilty to fighting or violent behavior in that case. He was ordered to pay $236.00 in court costs and spend two days in jail.

Cagley is a convicted felon related to drug charges brought by Oelwein police in 2009.
