Clear Lake police charge two with stealing bikes during Ragbrai

CLEAR LAKE – Two people have been arrested for allegedly stealing bicycles during the Ragbrai event that made its way through the area last month.

Kenneth Filbrandt, age 30, and Jennifer Lowman, age 29, who both supposedly live in a Clear Lake hotel, were charged after being arrested on August 8 by Clear Lake police. Filbrant is accused of a swath of crimes, including possession of methamphetamine, send degree burglary and two counts of third degree burglary. Lowman faces a charge of second degree burglary. Police said more charges are pending.

Filbrant remians jailed at this time, while Lowman is free, awaiting a trial date later this month.

Lowman pled guilty in July to a charge of fifth degree theft. She was ordered to pay $320.00 in fines and court costs.
