MINUTES
REGULAR MEETING OF THE CITY COUNCIL

The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on February 4, 2014. The meeting was called to order by the Mayor and on roll being called there were present, Eric Bookmeyer, Mayor in the Chair, and the following Council Members: Kuhn, Hickey, Tornquist, Marinos, Lee, Solberg. Absent: None.

Adopt Agenda: Motion, Solberg; 2nd, Marinos that the agenda be adopted. AYES: All (Motion carried.)

Approval to pledge support for RAGBRAI events in the community on July 23, 2014 and directing staff to review requirements of the event to determine any areas that may require changes and /or modifications to ordinance and regulations: Motion, Lee; 2nd, Marinos that the recommendation be approved. AYES: All (Motion carried.)

The Mayor proclaimed February as “Black History Month” and presented the proclamation to Merle Brockshus.

Deputy Fire Chief Dave Johnson provided an RPI presentation regarding onboarding of new sworn fire personnel. Council comments followed the report

Police Captain McKelvey provided a presentation and progress report on Disorderly Premises. Council comments followed the report.

Prior to adopting the Consent Agenda Item #7 was removed to be acted upon separately.

Consent Agenda: Regular, Special and Closed Minutes of January 21, Worksession Minutes of January 28 and 30, 2014; Claims dated January 23 and 30, 2014 in the amount of $803,058.10; Resolution No. 14-13, levying assessments for charges on certain properties and the certification of same to the County Treasurer for collection with property taxes within the City; Resolution No. 14-14, setting a date for hearing on the proposed 2015-2019 Capital Projects; Resolution No. 14-15, award of contract to Modus-Engineering of Des Moines, Iowa for professional services related to the retrofit and upgrade of the Police Facilities Electrical System; Resolution No. 14-16, award of contract to Blazek Electric for retrofit and upgrade of the Police Facilities Electrical System; Resolution No. 14-17, accepting work and ordering payment for construction of the “2012 Water Treatment Plant Hypochlorite Generator Improvements; Resolution No. 14-18, award of contract to Wilson Estes Police Architects of Kansas City, Missouri for professional services related to the Mason City Police and Fire Sub Station Needs Assessment; Resolution No. 14-19, approving the reimbursement of expenses paid by North Iowa Corridor Economic Development Corporation for improvements and site investigation in the industrial site area. Motion, Kuhn; 2nd, Solberg that all remaining items in the Consent Agenda be approved and resolutions adopted. AYES: All (Motion carried.)

7. Authorization to Procure Professional Services to Complete Appraisal of 9 properties along 22nd Street SE and S. Georgia Avenue: Motion, Tornquist; 2nd, Marinos that the recommendation to complete the appraisal of 9 properties along 22nd Street SE and So. Georgia Avenue, be approved. Council discussion followed regarding whether there were other areas that would be coming forward, questions concerning reimbursement of the appraisals, etc. AYES: All (Motion carried.)

14. Development Agreement – Hosmer Properties LLC: The public hearing was held as per published notice and the Mayor called for comments and objections. There being no comments, the public hearing was declared closed. Motion, Kuhn; 2nd, Solberg that Resolution No. 14-20, approving and authorizing execution of a Development Agreement by and between the City of Mason City and Hosmer Properties, L.L.C., be adopted. AYES: All (Motion carried.)

15. Amendments Zoning Ordinance Chapter 20, Sign Regulations: Motion, Tornquist; 2nd, Solberg that Ordinance No. 14-2, amending the City Code by repealing Title 12, Chapter 20: Sign Regulations and adopting a new Chapter 20 in lieu thereof, be adopted. AYES: All (Motion carried.)

16. Amendment to Building Code – Signs: Motion, Marinos; 2nd, Kuhn that Ordinance No. 14-3, amending the City Code, by repealing Title 10, Chapter 2: Building Codes, Article G. Sign Code in its entirety and adopting a new Article G in lieu thereof, be adopted. AYES: All (Motion carried.)

Adjourn: The Mayor adjourned the meeting at 7:45 p.m.
