CASS COUNTY – An Iowa man faces a pile of serious charges after an alleged drunk driving incident that involved three children inside the vehicle
According to the Cass County Sheriff, on January 23, 2014, the Cass County Sheriff’s Office responded to a report of a one-vehicle accident near the Audubon/Cass County line in Cass County. A 2000 Dodge driven by Timothy Orville Welch, 36, of Red Oak, Iowa, was westbound on 350th Street when the driver ran a stop sign and swerved to avoid the tree in the middle of the road at that location. The vehicle rolled onto its side in the west ditch of 710th Street. A female passenger, Louisa Fay Homan, 31, of Red Oak, was injured and transported to Cass County Memorial Hospital via Anita Rescue. Three children in the vehicle were uninjured.
As a result of the investigation, the Cass County Sheriff’s Office arrested Welch on charges of OWI 3rd Offense (D Felony), three counts of Child Endangerment (Aggravated), Driving While Barred (Aggravated), Possession of a Controlled Substance (Serious), and Driving While Revoked (Serious). Welch was also cited for Failure to Obey Stop Sign, No Proof of Insurance, and Failure to Maintain Control. He was taken to the Cass County Jail where he remains on $14,000 bond.
