CHICAGO, Feb. 9 (UPI) — Chicago city officials say they are prepared to pay $4.1 million to the family of an unarmed man fatally shot by a police officer.
The 2011 shooting of Flint Farmer by officer Gildardo Sierra was caught on video.
The city council finance committee will consider the settlement Monday.
The committee also will consider a $145,000 payment to a man who says he was handcuffed and held captive by police when he was 13.
Only a month ago, the council decided to a combined $33 million to resolve two police misconduct cases, one of which involved a mentally ill woman who was dropped off in a bad neighborhood by police, and was abducted and raped before she fell from a seventh floor window.
In the Farmer case, the police department ruled his shooting to be justified, but the officer later admitted he had consumed “multiple” beers before going on duty that night, the Chicago Tribune reported Saturday.
The city waited five hours to give Sierra a breath test, says a lawsuit filed for Farmer’s estate.

Ten thousand officers in CPD, and you make judgement on a few incidents? In my thirty odd some years living there, I cannot remember any of them treating me with anything other than respect.
Were there problems in the past? Absolutely. Are they as wide spread as it was in the 60’s? No.
Crime is up everywhere these days, in all walks of life, and in every strata of society. But, it is only a minority.

This should be no surprise. When we lived in California the cops killed far more people than the criminals did. They shot a homeless guy 118 times because he had a BB Gun and they startled the guy causing him to turn toward them. Then they killed a teenage girl in Riverside by shooting her 38 times when she was sleeping in her car and they beat on the window and when she sat up they shot her. It went on and on every day. If you go to California or Chicago and get pulled over do NOT move until they tell you or you will probably get shot bu the police.
