Man Pleads Guilty to Distributing Infant Child Pornography

TRENTON—An Ocean County, New Jersey man today admitted using a computer in his home to distribute images of child pornography, including images of infants, U.S. Attorney Paul J. Fishman announced.

Arthur Frazer Jr., 34, of Lanoka Harbor, New Jersey, pleaded guilty today before U.S. District Judge Joel A. Pisano in Trenton federal court to an information charging him with one count of distribution of child pornography.

According to documents filed in this case and statements made in court:

Frazer admitted distributing images of infant child pornography via e-mail using a computer located in his residence in December 2010. He also admitted to possessing more than 600 images of child pornography on his computer and accessories, which were seized from his residence in February 2012. Frazer acknowledged that among the images of child pornography he possessed and distributed were images that depicted minors engaging in sexually explicit conduct with other minors and adults, including material portraying sadistic or masochistic conduct or other depictions of violence. Frazer was previously charged by complaint with distribution of child pornography in February 2012 and has been in custody since his arrest.

The count to which Frazer pleaded guilty carries a mandatory minimum penalty of five years in prison, a maximum potential penalty of 20 years in prison, followed by a mandatory minimum of
