MASON CITY – Two women were arrested by Mason City police on theft charges on Thursday.
According to a report, Mason city police were called to Mills Fleet Farm on Thursday, December 20th at 2:18 PM on a report of two adult women shoplifting.
Two women were detained at the scene: Morgan Nicole Hockenson, 23, of Mason City and Jacque Sue Paulsen, 31, of Clear Lake.
Both women were arrested and taken to the Cerro Gordo County Jail and booked. Records so far do not indicate the exact charges nor a court date for the pair.
According to records, Hockenson still owes Iowa courts $900.13 for prior charges of unauthorized use of a credit card in which Judge Carlynn Grupp threw out a charge of third degree theft and gave a deferred judgement and probation on the credit card violation, which Hockenson subsequently violated. She also owes $683.60 on a charge of possessing controlled substances while in jail in which Grupp dismissed a felony charge of possession of contraband in a correctional facility and instead allowed a plea of guilty to possession of a controlled substance. Grupp also threw out charges of possession of drug paraphernalia and fifth degree theft in 2011 but Hockenson still owes Iowa courts $198.00 in those cases.
Another judge, Ron Wagenaar, found Hockenson guilty of fifth degree theft in 2012. She still owes Iowa courts $946.00 in that case.
Also according to records, Paulsen has a long rap sheet and is a convicted felon. She has been charged with crimes ranging from driving while barred to felony possession of pseudoephedrine, probation violations, felony second degree robbery, fifth degree theft, and child endangerment due to meth exposure (charge thrown out by Judge Carlynn Grupp) among a long list of other charges. Paulsen was just found guilty of fifth degree theft last November and assault causing bodily injury this past September. Paulsen owes thousands of dollars to Iowa courts, including $3,364.52 in the second degree robbery case.

You all can screw off!!! I’ve been sober for two years April 21, missy of my issues were due to drug use. People make bad choices, it doesn’t make them bad people, it makes them people who make bad choices. I am now as person who makes good choices. I apologize for any hurt I’ve caused, not to any of you, But to the places I stole from. You have no idea what my life is like, because if my fines and charges I can not get a license, place to live or a job. However I’m going to school in the hopes that will help. I am definitely lying in the bed I made, and shame on you for being so judgemental of a situation you know nothing about…..
We should just take the money from the rich and pay those fines for them.
They should have never been arrested in the first place.

I think they should be let out so they can just do it again ! They don’t seem to be learning a lesson here . MAKE THEM PAY ! “Go To Jail ” do not pass go , do not collect $200.
None of the above deferred judgements or dismissed charges surprise me with the court system we have in Mason City, except for the child endangerment charge which was thrown out by Judge Grupp. If she does not care about a child’s welfare or a child’s safety, there is really nothing more to be said.
Pray tell what was the evidence in the case? Do you know exactly why it was thrown out? Or is it you desire to play judge and jury and damn any evidence or defense?
Put them in jail and don’t let them out until at least the fines are paid. That won’t happen of course because it makes sense.
LVS, I agree, but you can see how many fines all of these people owe. Even if we send them to prison, they get out and still owe the fines. This ends up in a new downward spiral.
I think we need to look at a whole new system. A system that keeps them monitored with a bracelet that makes them work to pay off the people they rip off. Give them a job doing something on a work release or some such program. Once the fines and restitution is paid, they could still do jail time, (again on our dime by they way,) but at least they could pay the fines by doing some kind of work and be monitored by a work release bracelet.
Again, they could still do jail time after the fines an restitution has been paid, but at least we would be working up front to collect these fines and the person or company that suffered the loss would be made whole sooner, rather than not at all.
This would be a better solution to just jail time.
I have asked the city this question several times. They tell me it is about insurance issues. I think it is BS, they could make work fare happen if they wanted too. It would solve a lot of issues.
@John-I completely agree with you on your ideas. The problem is the Unions will not let prisoners work on chain gangs or anything else. The say they are taking union jobs away. In Mexico they take prisoners out of jail and give them booms and shovels and make them sweep the streets to pay their fines. They also paint buildings and do other public clean up stuff. Wouldn’t be allowed here, but is a damn good idea.
