Between Aug. 1 and Oct. 31, Iowa City landlord Elwyn G. Miller spied on at least four female tenants in his buildings through peep holes in their bathrooms, according to a new criminal complaint.
Miller, 63, of Iowa City, was arrested for a second time Tuesday on suspicion of three new counts of invasion of privacy in connection with the alleged peeping. Miller was arrested for the first time on an invasion of privacy charge last week after a woman told police she caught Miller watching her shower.
According to the new criminal complaint, Miller admitted to watching female occupants on the top floor of his apartment building at 639 S. Lucas St. at least two to three times since they moved in. Miller told police that he would go to the peep holes over the girls’ showers if he heard the water running, and he said he did this at least once a week, according to a criminal complaint.
The victims told police that they reported the holes to the landlord during a pre-occupancy damage report, but he didn’t fix them, according to the complaint.
Miller was no longer being held in the Johnson County Jail on Wednesday.
Detectives learned about Miller’s alleged peeping after a woman called police about 11 a.m. Oct. 31 to report a man looking into her apartment bathroom through a hole in her ceiling, according to a criminal complaint.
The woman pointed police toward the suspect – later identified as Miller – and he made it clear he had been peeping into the woman’s bathroom while she was showering, according to the complaint. Officers learned while interviewing him that he watched other women in other apartments on multiple occasions, according to the complaint.
Investigators have said they’re working to identify more victims. Public records show Miller owns three properties on Lucas Street – at 637, 639 and 641 – and one at 1024 E. Burlington St.
Detectives have said they’re investigating whether Miller was watching tenants in any of his other buildings.
