Hanlontown City Council member arrested for domestic assault

NORTHWOOD – A Hanlontown City Council member was arrested for domestic assault over the weekend.

Jacob J. Jackson, 38, of Hanlontown was arrested on April 1 after assaulting his wife at their home.

Sources close to the victim told NIT that the assault could have been prevented, as Jackson (pictured in 2011) had been with Worth County Sheriff Jay Langenbau prior to the incident and had told the sheriff he intended to harm his wife.

Sheriff Langenbau confirmed today that he was indeed with Jackson prior to the assault in the early morning hours of April 1 and that Jackson did tell him that he would harm his wife.  “I can’t arrest someone for that,” Langenbau said.  “If we arrested everyone for saying they were going to do something, we would have no place to put them, our jails would be past full.”

Jackson and his wife had been in Mason City the evening of March 31 and into the early morning of April 1, enjoying a night on the town.  Langenbau told NIT that Jackson called him on his cell phone at about 1:30 a.m. April 1st while Jackson was walking home “somewhere in Cerro Gordo County.”  Langenbau said that Jackson’s wife had “dropped him” somewhere on Highway B-2o after an argument in their car on the way home, and Jackson was walking home to Hanlontown.  Langenbau found Jackson and they had a conversation, during which Jackson said he wanted to harm his wife.

Langenbau also confirmed that Jackson had been drinking but could not arrest him because “he was doing nothing wrong.”  Langenbau confirmed that a Worth County Deputy was sent to “watch” the Jackson home in Hanlontown early that morning.

Cerro Gordo County Sheriff Kevin Pals also confirmed that a Cerro Gordo County deputy encountered Jackson at about 12:24 a.m. walking along Highway B-20.  The deputy took no action and allowed Jackson to continue walking.

Sources told NIT that Jackson made it to his home and “slipped by” the deputy and committed the assault.

Jackson was arrested after his wife called 911.  Worth County authorities responded in two minutes and arrested Jackson.  He was charged with domestic abuse assault causing bodily injury ( 708.2A(2)(B) ) a serious misdemeanor.

Jackson was convicted of felony 3rd degree burglary ( 713.6(A) )  in 1994 and served a number of years in prison for that offense.

The Worth County Attorney is Jeffrey H. Greve and he is so far handling the case, Greve confirmed on the phone Tuesday.  He also stated that he provides legal assistance for the city of Hanlontown when called upon.

Jackson is innocent until proven guilty.

Can the sheriff legally ban the media (N.I.T.) from the courthouse without a warrant? I do not think so. It looks like a law suit waiting to happen.

I can not believe that this was not avoided with just a phone call. Yes, I agree with everyone that this man should have been arrested for intoxication, but the mention of hurting his wife could not have been dealt with, as no act had been done as yet. BUT the sheriff thought there WAS threat enough to have an officer watch the house. In a small town everyone knows everyone else, so the sheriff knew his wife by either 1)just living there, 2)as a wife of a volunteer fireman, 3)or as the wife of a councilman, so why didn’t he call the wife to warn her? If not as law enforcement, as a friend or neighbor? All that would have been needed to say is that “you just saw him, he has been drinking & he said something that indicated you could be in harms way. Don’t know if it is due to his drinking, but wanted you to know in case you felt the need for you & the children to leave.” Everyone would have been safe then. The need is still there for him to get the help he needs, but the need of safety for his wife & children plus the avoidance of those children being in the middle of it would have been avoided. There should be no lack in the safety of individuals due to “being a friend of the perpetrator or not wanting to hurt his name”. There is plenty of misconduct to go around here.

i’m wondering how a convicted felon is serving on the town council. just last nov., a mayor-elect was barred from taking office because he had a past felony conviction.

Please dont get me wrong anyone. I’m not striking out at Jacob, I’m certain he is a great guy that made some wrong decisions. I my self have made some very poor decisions in my life that landed me in Jail and caused harm to others around me. Jacob my heart goes out to you and you family. I just hope that if I’m found in the position of Public Intox it is nothing but a ride home.

This is total BS – first, he should be removed as city council member, second, time to get the report of the “law enforcement” individuals that allowed this idiot to walk, intoxicated and do nothing about it. That means NOBODY should be arrested for public intox because you allowed him to do it. Makes me sick that this could have been prevented if the law enforcement would have done their job they took an oath to do – fire them as well!!!!!!!!!!!!

I just don’t see alot of people here defending Jake and he should step down voluntarily from the council and if not the council should ask him to AND he should go to jail. But the laws of the country must be followed. I don’t agree with them and it may take an uprising to change them BUT people can not be arrested for saying they are going to do harm to someone, unless that threat is directed at the President of the United States. It is our laws, if we don’t like them we must rally to change them. That is why there are restraining orders, which we know don’t work, but its a step. I am not defending Jake, he needs to be off the council, he needs to go to jail and he needs to go to anger management or other classes likely along with an AA program, supervised visits with his children now that there is police documentation of his physical domestic violence. And hopefully his wife will get treatment for being a battered wife and the children will get counseling as well. Until he can prove he is a man, he should not reap the benefits of marriage and children as that takes a man.
You can rant and rave as much as you want about the police, but there are people walking the streets and the roads and the bars and the casino’s all the time drunk. That is what it is, and if we are not happy with this law or others than rally together and contact your politicians at a state and federal level to change that. The Sheriff and the other officer did their jobs to the best of what the law offers, our justice system is not always fair and it does not always produce justice but it is what we have to work in. Usually public intox arrest is often a ticket and not jail anyway, and then usually the person needs to be involved at that time or previous to police arrival in some kind of disruption. So this would not have prevented anything anyway. And as a tax payer I don’t want to pay for everyone who is walking around the streets and roads of Worth county to spend a night in jail, mostly they just need to sleep it off. The police can not predict the behavior of any drunk. And we can not detain and arrest for something someone might or might not do in the future, we are not a police state.

Tell that to my neighbor that was arrested and taken to Cerro Gordo jail about 2 month ago. She was about 100 feet from her front door in a small north iowa town. She will be the first admit she was drunk, but was taken to Cerro Gordo County Jail for walking home drunk from the bar which is about 3 blocks from the house. You can defend the actions of these Officers all you want. But on this night near Hanlontown, neither Protected or Served there fellow man. It is an outrage and I 100% certain if this was my-self or any adverage person they would have spent the night is Jail. If you really think that is not the case you are wrong! I would like to see public records of all Public Intoxication arrests for Worth County and Cerro Gordo County and have them all re-evaluated. Becasue from here on out in the Case of Jackson vs. Jackson or Jackson vs Worth County, it will be considered in a court of law, when anyone and I mean anyone is arrested for Public Intox or even running the stupid drunk mouth about beating someone up. This man expressed to a Peace officer his intend, and was also noted by this Peace officer that he had been drinking and it was totally dismissed. We can all be glad this didn’t turn out worse for his Family, or him get hit by a car while walking down a dark road at night. Shame on these Officers for there neglect, and also Thank You for opening the door for drunks everywhere to walk anywhere they want in Public.

Harassment – Section 708.7 of the Code of Iowa lists a variety of behaviors that could cause annoyance or harm. There is no requirement that these behaviors occur as part of a pattern nor is there any relationship requirement between the harasser and victim. Harassment can include contact that is meant to threaten, intimidate or alarm another, and does not require physical touching or oral communication.

You’re wrong there Hanlontown Hillbilly. Public Intoxication IS JAIL TIME…no if’s, and’s, or but’s about it. As far as the fact that this guy is a coward and a woman abuser merits no respect from my side of the coin. There is no two sides on this one. No fencewalking. I seen that someone had made the comment of this sounding like a “good ole boys” club and I couldn’t agree more. If I am not mistaken Mr. Langenbau lives in Hanlontown (if he doesn’t now, he used to anyway) so it doesn’t surprise me in the least that NOTHING was done when this jack ass stated his intentions to him. I do not believe for one second that at that point there wasn’t even one thing that Jay couldnt have just atleast taken him in for the night for EVERYONE’s safety. Instead he looked the other direction, hoped he wasn’t being serious and let him go to protect his buddys name. For all of you defending him – those of us with a sound mind and that can see how what this scum bag did was incredibly wrong could care less what kind of a person you THINK he is or portrays to be. The fact of the matter is he BEAT HIS WIFE! Men who are domestic abusers are masters at portraying what charming “good” people they are. If he was really truly the “wonderful” citizen you say he is this would have never happened in the first place -intoxicated or not! It sickens me that in the same general community I live in, there are people so naive that they will turn the other way just because they don’t want to believe crap like this happens in their own backyards from people they supposedly trust. I’m absolutley appauled that this guy was not hauled in for public intox WTF. The Cerro Gordo Sheriff and the Worth County Sheriff have got alot of nerve to ever arrest anyone for public intox in the Future. Complete neglect on there behalf. And to the comment of Jails being full (B.S.). What if you only arrested the drunk people at midnight walking down busy county roads threating to beat their wifes? I’m guessing it would only fill one cell a month or even a year.

Intoxicated on a public highway, approached by 2 police officers. What would have happened if this dumbass had been hit by a car for walking drunk down the road? would you all be defending the cops for letting him continue to walk home without following HIM to make sure where he did or did not go if he’d been struck by a vehicle??? He posed a serious threat to anyone who was driving down that road, and THREATENED his wife’s well being to these officers! I’m disgusted and frightened that they let intoxicated people walk away after comments like that. Who’s protecting, whom, exactly?

I voted for the current Sheriff of Worth county and will again in the next election. No Sheriff or deputy can arrest a person because they say something. This may not be what is best for our society but look at all the stalkers in the country and the people who make threats and nothing can be done by law enforcement until it is acted on. Jake may very well deserve to go to jail and if found guilty of domestic assault then he should and as citizens we should never tolerate domestic abuse BUT the Sheriff can not arrest someone for walking drunk on a gravel road nor can he arrest someone for for saying something. Are all of your that are laying our your opinion here free of NEVER being drunk in a public place? Hmmm.

My other thought, if you don’t live in Worth County or Hanlontown but rather are a voting resident of Mason City: look at your own back yard with your current Mayor and Council members. Pot calling kettle black when your calling for resignations from a Sheriff for doing his job and for a Hanlontown councilman to be removed. The councilman should step down, the Sheriff has my next vote.

It’s called being intoxicated in Public. IT’S AGAINST THE LAW. People are arrested everyday for this even when there just blocks from there homes in city limits. Why is this guy different?

Just so you know in Iowa you can be arrested for threatening someone and be charged with assault. So you can in fact be arrested for saying something. Look it up if you dont believe me the wording on assault in Iowa says that if you threaten to do harm to someone and have the means to do so you can be charged

According to Iowacourtsonline, this tool is going to attempt to have the NCO dropped or ammended on Monday, April 30th. Let’s hope and pray that Worth County does not fail to protect this woman and her children again.

I really hope his wife gave him the gash on his head while defending herself in the photo provided by the GG. Doesn’t even look like the same person in the photo with this one!

She didn’t he gave it to himself and was screaming help when the cops finally showed up to make it look like she was the aggresor, that shows just what a low life scum bag he is. They should and could have held him for a psych. eval. for the comment he made to the Sheriff.

Law enforecement encountered this man on a public highway and acknowledged he was intoxicated and making verbal threats against another human being. By law this is an automatic public intox and Harassement second degree. This man should have been cited on the spot and escorted to jail or emergency room for evaluation for stability. The law is the law. It does not matter who you are or who you know this is the law. Any law enforcement that was involved in this should be asked for their immediate resignation. The lady this was LET to happen to has legal grounds for a law suit against all officers and counties involved. I would advise checking on a lawyer. The law enforcement officers involved in this incident are a great liability to the human race and the county. They swear an oath to PROTECT and SERVE and if they are unable to do that because they feel they are above the law they are hired to protect then they should be removed immediatly. AND THAT IS THE BOTTOM LINE….THE LAW IS THE LAW. WE WILL AWAIT WHAT THE COUNTY DOES WITH THIS SITUATION AND THEIR INSUBORDINATE OFFICERS THAT PUT PEOPLE IN HARMS WAY. Maybe the county doesn’t care about the liability of a woman their officers LET this happen to.

Shouldn’t that have been the Sheriffs job? Just for your sake, let’s say he was stone cold sober. It is still a crime to threaten another person with bodily harm, what’s your comeback for that? And don’t forget the Sheriff admitted to that.

All law enforcement involved in from 2 counties said they encountered this individual intoxicated on the public highway. If the officers recognized he was intoxicated and making verbal harmful threats towards another human being and did not breath test this gentleman in or any other sobriety tests were not performed it is just more to add to the case that the law enforcement did not follow their job requirments. Sad that a person had to pay the price of bodily harm because this man was let to do this. There were MANY things the law could have, should have done to prevent this. Do you really think now the officers name is out their that ANYONE would want him to be involved in any way whats so ever in protecting and serving for them.

His neighbor commented here and said that he was decent during the day in public, but says when he drinks his actions are “thouroughly wrong” and this is coming from his neighbor.

I don’t think God inteneded for his verses to be posted to defend anyone who beats another or to defend law enforement that let it happen.

As a neighbor of Jake and his wife they have both been decent minded in public during the day. Often I do see Jake riding his bicycle around town with his children, also, (from both) they wave each time there’s an encounter while walking/driving by either one of them. Yes, his actions of what he does while intoxicated are thoroughly wrong, but on the other side they are both good shown town citizens during the day.

AND should that really matter if when their door closes it is a harsh and abusive environment? Look up Narcist… This man is a classic Narcist.

The domestic assault charge against his wife was DISMISSED not dropped. There is a HUGE difference. She, in fact, was the one to call the police that day, too. This is being reported as newsworthy due to the fact that Mr. Jackson is a public official and should be held up to a higher standard because of that. Mr. Jackson should be the one hanging his head in shame, not his wife. Mr. Jackson has certainly put on a good front and has made his wife out to be the bad guy. The city of Hanlonton should ask for Mr. Jackson’s immediate removal from the city council and from the Volunteer Fire Department.

The Worthless Co. Sheriff should be typing up his letter of resignation as I write this comment. What a jackass. The defendant told you what he was going to do and you did nothing, you could have given him a public intox. Like I said Worthless!!!

Fact #1 he did not commit a crime outside of the home so he was not arrested outside of the home.

It was Mr. Jackson’s birthday the night in question. He had had several drinks before going to the bar and at the bar. I am fairly certain there would be several witnesses to attest to the fact that Mr. Jackson was indeed intoxicated. Including, but not limited to, the people that were out on the town with them, patrons at the bar and the employees of the bar. Him being intoxicated is a moot point. Got anything else to try to defend his actions and the lack of action taken by local law enforcement that night?

as for anonymous saying there is more to the story, you are just trying to cover your own sad ass because we all know who you are. I think there may be more to this story. Lets go back a couple years, I know that Jake’s wife recieved an OWI after she passed out and totaled her car on her way home from work to pick up there kids. This by far is the most scariest part to me. Shortly after that his wife wanted an end to there marriage. During this time she recieved a domestic assault charge for driving his own truck over him. The charges were dropped, the marriage seemed to turn a new leaf and they were together again. I was glad to see it was given a chance. I see Jake daily with his kids, waving to anyone that drives by, helping others, taking his kids to church, and volunteering in his community. I see none of this from his wife. I’m sure we don’t know the whole story, but I will continue wave when I see either of them as they need all of our support.

THIS IS THE SMARTEST POST I HAVE SEEN ON HERE YET! There is a difference between “wanted to” and “going to”.

Nice try .. the law is the law he should have been arrested. At the very least taken to the nearest ER for mental eval for his unstable threats..and yes before you try to misconstrude that.. any threat wanting to or going to do is mental instability. For that matter if this Jackass is so well liked why in the hell wouldn’t he call a friend that’s not in law enforcement? Shit just doesn’t make sense that you defenders are puting out there.

LOL BOTH LAW ENFORCEMENT AGENCIES THAT ENCOUNTERED HIM STATED THAT THIS INDIVIDUAL WAS INTOXICATED ON A PUBLIC HIGHWY… NONE THE LESS MAKING VERBAL THREATS OF BODILY HARM TO SOMEONE??? READ UP ON THE LAWS… AND NO NO NO YOU CAN NOT CHANGE THEM TO MAKE WHAT THEY LET HAPPEN ANY BETTER. YOU KEEP BELIEVING WHAT YOU WILL, MAYBE IT WILL HELP YOU SLEEP BETTER AT NIGHT. I REALLY DON’T CARE . I HOPE THE VICTIM OBTAINS A LAWYER AND DOES NOT LET THESE OFFICERS BULLY HER INTO THINKING THEY DID THEIR JOBS. IT WOULD BE AWESOME FOR A LAWYER TO TELL THESE OFFICERS THEY LACK WHAT IT TAKES TO PROTECT AND SERVE. LAST I KNEW PEOPLE WHO DID NOT DO THEIR JOBS USUALLY END UP FIRED OR ASKED TO RESIGN. THESE OFFICERS ARE SUCH A LIABILY TO ALL. IT’S FRIGHTENING THAT THEY CARRY GUNS AND THINK THEY ARE ABOVE THE LAW. VERY SCARY FOR ALL CITIZENS.

He told the sheriff more than once that he was going to go home to harm his wife. Not “wanted to”, but, “going to”. Mr. Jackson has ALWAYS counted on his wife keeping quiet about the things she has had to endure. She has never claimed to be perfect, but she has owned up to her mistakes and paid the price. It is time for Mr.Jackson to do the same. I actually hope he gets some help for his anger and control issues before he hurts anyone else. Just know, if I have anything to do with it, he will never be allowed to harm his wife again.

think back to last summer when this same loaded gun followed a dude into his own home for wadding a McMuffin wrapper and dropping it in the McParking Lot… he’s got a temper that won’t quit, done time for 3rd degree burglary, and now abuse/assault on his wife. dude’s got issues, put him away

Sure sounds like a “Good Ole Boys” club to me. He should be put under the jail and the good ole sherriff should be in the cell with him.

Encountered him walking in the middle of the night along a county highway and he’d been drinking. Sounds like a standard public intox charge to me. How many others have been arrested for doing the same thing? If they had put him in jail to sleep it off, I’m betting the assault wouldn’t have happened.

I can’t beleive the count keeps these individuals employed, they are a huge liability risk for law suits and tarnish the reputation of what an officer of the law is suppose to be and do. Up hold the laws??? How come it is so hard for people to understand? Sometimes I wonder where the common sense in people went!!
