One inbox belongs to Janet Solberg, who initially asked for the locks to be placed on all the City Council inboxes. The other belongs to Councilman Travis Hickey.
The information that is placed in the inboxes is widely considered to be public information, and at least one Councilman (Don Nelson) wanted no part of a lock on his inbox in the first place.
