COUNCIL BLUFFS, IOWA – A Iowa teen faces a $100 fine after police say she was checking her phone Thursday while she mowed down a pedestrian and struck a tree.
On October 12, 2017 at 10:18 PM, emergency personnel were dispatched to the 600 block of N. 28th street in Council Bluffs, Iowa, for an injury accident involving a vehicle and a pedestrian. Upon arrival, it was learned that 18-year-old Kyleigh Severn of Council Bluffs was driving southbound on N. 28th Street. She left the roadway to the right and struck a pedestrian 36-year-old Kenneth Hill of Council Bluffs. She then struck a nearby tree.
An emergency call was made. Severn then told officers she was not aware she had struck anything other than the tree until she stopped her car, exited and saw witnesses tending to the pedestrian. She told officers she was looking at her phone and not watching the roadway when the accident occurred.
Hill was transported to Jennie Edmundson ER with possible head injuries, but was later treated and eventually released from the hospital.
Severn was issued a citation for unlawful use of an electronic device. If convicted, this charge carries a fine of $100.50.

This behavior doesn’t just apply to a typical teen. Have you been on the road lately??? How many times do you see cars crossing the middle lane coming at you at 60 mph?
I don’t think it is just teens. I see all ages going by talking or texting on their phones. Phones do no have a age requirement.
