Gov. Branstad takes action on 10 bills; 2017 legislative action completed

DES MOINES – Today, Gov. Terry E. Branstad took action on 10 bills. The action taken represents the conclusion of bill action resulting from the 2017 legislative session.  The action comes before the deadline of May 22, 2017.  Gov. Branstad signed Senate File 516 last, marking this the last bill action likely taken as governor of Iowa.

“When you look at the volume and diversity of policy issues that were addressed this year, I am proud to say this has been one of the most significant and productive sessions in our history,” said Branstad.  “We have a relatively low volume of item-vetoes, demonstrating the success of working together with the House and Senate to implement policies to make Iowa more competitive and prosperous.  I’m proud of the work that we’ve done this year.”

Lt. Gov. Kim Reynolds added, “I’m very proud of the significant actions we took this year to make Iowa an even greater place to live, work, and raise a family.  There is no doubt that we have made Iowa more competitive and I’m eager to get to work with the Legislature next year to continue growing Iowa’s future.”

Budget Overview:

  • General Fund appropriations in Fiscal Year 2018 are $7.269 billion.
  • PreK-12 Funding totals $3.254 Billion in Fiscal Year 2018.
  • The Fiscal Year 2018 budget continues to balance in Iowa’s five-year budget projections.

The following bills were signed into law in their entirety:

House File 524:  an Act relating to medical cannabidiol and prescription drugs, including the establishment of the Medical Cannabidiol Act, the federal scheduling of a cannabidiol investigational product, and the exchange of prescription drug information, providing for civil and criminal penalties and fees, and including effective date provisions. This bill passed the Iowa House on April 21, 83-11 and the Iowa Senate on April 21, 33-7. – Read the governor’s signing statement here.

Senate File 508:  an Act relating to appropriations to the judicial branch. This bill passed the Iowa Senate on April 17, 29-21 and the Iowa House on April 18, 60-38.

Senate File 509:  an Act relating to appropriations to the justice system. This bill passed the Iowa House on April 18, 58-40 and the Iowa Senate on April 19, 29-21.

Senate File 516:  an Act relating to state and local finances by making appropriations providing for legal and regulatory responsibilities, concerning taxation, and providing for other properly related matters, and including effective date and retroactive applicability provisions. This bill passed the Iowa House on April 21, 55-39 and the Iowa Senate on April 21, 27-13.

House File 640:  an Act relating to and making appropriations to certain state departments, agencies, funds, and certain other entities, providing for regulatory authority, and other properly related matters and including effective date provisions. This bill passed the Iowa Senate on April 18, 29-21 and the Iowa House on April 20, 58-40.

House File 642:  an Act relating to the funding of, the operation of, and appropriation of moneys to the College Student Aid Commissions, the Department for the Blind, the Department of Education, and the State Board of Regents, and providing for related matters. This bill passed the Iowa House on April 17, 58-41 and the Iowa Senate on April 18, 29-21.

The following bills were signed into law with item vetoes:

Senate File 510:  an Act relating to and making appropriations and related statutory changes involving state government entities involved with agriculture, natural resources, and environmental protection, and including effective date provisions. Senate File 513:  an Act making appropriations to the Department of Cultural Affairs, the Economic Development Authority, the Iowa Finance Authority, the Public Employment Relations Board, the Department of Workforce Development, and the State Board of Regents and certain Regents institutions, and properly related matters. House File 643:  an Act relating to and making appropriations to state departments and agencies from the Rebuild Iowa Infrastructure Fund, the State Bond Repayment Fund, the Technology Reinvestment Fund, and the Revenue Bonds Capitals Fund, providing for related matters, and including effective date provisions. House File 653:  an Act relating to appropriations for Health and Human Services and veterans and including other related provisions and appropriations, providing penalties, and including effective date and retroactive and other applicability date provisions.
