Gov. Branstad signs 37 bills into law

DES MOINES – Gov. Terry Branstad today signed below 37 bills into law.  This does not conclude the total amount of bills in the 2017 legislative session.

Senate File 1:  an Act requiring jobs impact statements for administrative rules. This bill passed the Iowa Senate on February 22, 50-0 and the Iowa House on April 18, 98-0.

Senate File 238:  an Act relating to the criminal offense of sexual exploitation by a school employee, and making penalties applicable. This bill passed the Iowa Senate on March 7, 49-0 and the Iowa House on April 12, 97-0.

Senate File 240:  an Act relating to statewide assessments of student progress utilizing core academic indicators, and including effective date provisions. This bill passed the Iowa House on April 4, 95-3 and the Iowa Senate on April 10, 39-9.

Senate File 260:  an Act relating to the liability of possessors and occupants of land for injury to trespassers and including applicability provisions. This bill passed the Iowa Senate of March 6, 48-1 and the Iowa House on April 10, 96-0.

Senate File 404:  an Act relating to the use of experimental treatments for patients with a terminal illness. This bill passed the Iowa House on April 10, 96-0 and the Iowa Senate on April 17, 49-0.

Senate File 408:  an Act requiring licensure rather than registration of architects practicing in this state. This bill passed the Iowa Senate on March 28, 49-0 and the Iowa House on April 6, 96-0.

Senate File 442:  an Act concerning persons voluntarily excluded from gambling facilities. This bill passed the Iowa House on April 6, 75-20 and the Iowa Senate on April 12, 47-2.

Senate File 466:  an Act relating to judicial administration by requiring the master list for juror service to be updated annually using an electronic data processing system, eliminating jury commissions, placing shorthand reporters in exempt status, and requiring the Supreme Court to supervise the Board of Examiners of Shorthand Reporters. This bill passed the Iowa Senate on March 16, 48-0 and the Iowa House on April 11, 96-0.

Senate File 488:  an Act relating to the Workforce Housing Tax Incentives program by requiring allocations to certain housing projects and by increasing the allowable average dwelling unit cost and the percentage of investment for tax incentives for certain housing projects. This bill passed the Iowa Senate on April 18, 50-0 and the Iowa House on April 21, 95-1.

Senate File 498:  an Act appropriating federal funds made available from federal block grants and other nonstate sources, allocating portions of federal block grants, providing procedures if federal funds are more or less than anticipated or if federal block grants are more or less than anticipated, and including effective date and retroactive applicability provisions. This bill passed the Iowa Senate on April 10, 48-0 and the Iowa House on April 11, 97-0.

Senate File 499:  an Act prohibiting the use of certain monitoring devises in certain locations open to the public, and including effective date provisions. This bill passed the Iowa Senate on April 11, 49-0 and the Iowa House on April 19, 82-14.

Senate File 500:  an Act relating to 911 emergency telephone and internet communication systems and making appropriations. This bill passed the Iowa Senate on April 17, 48-1 and the Iowa House on April 21, 96-0.

Senate File 501:  an Act relating to certain fees collected by the county sheriff. This bill passed the Iowa Senate on April 12, 48-1 and the Iowa House on April 21, 96-0.

Senate File 502:  an Act relating to banks, credit unions, and certain consumer credit transactions. This bill passed the Iowa Senate on April 12, 49-0 and the Iowa House on April 17, 96-2.

Senate File 503:  an Act providing for the deferral of unpaid installments and deferral charges for certain interest-bearing consumer credit transactions. This bill passed the Iowa Senate on April 12, 49-0 and the Iowa House on April 17, 95-4.

House File 69:  an Act relating to criminal trespass and modifying penalties. This bill passed the Iowa House on April 18, 97-0 and the Iowa Senate on April 19, 49-1.

House File 89:  an Act authorizing a retirement system merger relating to an alternative retirement system for certain school district employees. This bill passed the Iowa House on March 21, 96-1 and the Iowa Senate on April 13, 49-0.

House File 184:  an Act relating to information required to be contained in petitions for administration of small estates and including applicability provisions. This bill passed the Iowa House on February 14, 98-0 and the Iowa Senate on April 13, 49-0.

House File 195:  an Act relating to requests for notice of probate proceedings. This bill passed the Iowa House on February 14, 98-0 and the Iowa Senate on April 13, 49-0.

House File 242:  an Act relating to the individual income tax checkoff for the Iowa Election Campaign Fund by providing for the future repeal of the tax checkoff and the Iowa Election Campaign Fund, and including effective date provisions. This bill passed the Iowa House on February 22, 65-34 and the Iowa Senate on April 19, 37-13.

House File 296:  an Act relating to controlled substances, including by temporarily designating substances as controlled substances, modifying the penalties for imitation controlled substances and certain controlled substances, modifying the controlled substances listed in schedules I, III, and IV, modifying requirements for electronic prescriptions and providing penalties. This bill passed the Iowa Senate on April 19, 48-2 and the Iowa House on April 21, 93-2.

House File 313:  an Act requiring the removal of motor vehicles involved in certain accidents from the roadway, and providing a penalty. This bill passed the Iowa House on February 22, 99-0 and the Iowa Senate on April 12, 49-0.

House File 371:  an Act relating to attorney fees and court costs in an action to quiet title after a request for a quitclaim deed. This bill passed the Iowa House on March 7, 95-0 and the Iowa Senate on April 13, 49-0.

House File 393:  an Act relating to programs and activities under the purview of the Department of Public Health, including effective date provisions and providing for a repeal. This bill passed the Iowa Senate on April 11, 49-0 and the Iowa House on April 13, 93-0.

House File 463:  an Act relating to the enforcement of motor vehicle laws and the regulation of commercial motor vehicles and certain operators by the Department of Transportation, and including effective date provisions. This bill passed the Iowa House on April 20, 55-43 and the Iowa Senate on April 21, 42-6.

House File 472:  an Act relating to eligibility requirements for grant and loan forgiveness programs administered by the College Student Aid Commission that provide assistance to elementary and secondary school teachers in this state, and including effective date and applicability provisions. This bill passed the Iowa Senate on April 5, 50-0 and the Iowa House on April 11, 98-0.

House File 478:  an Act relating to property tax assessments by modifying requirements for the determination of value, modifying provisions related to the Property Assessment Appeal Board by striking the future repeal of provisions relating to the board, modifying procedures and requirements for appeals to the board, modifying requirements for assessors and deputy assessors, and including effective date, applicability, and retroactive applicability provisions. This bill passed the Iowa Senate on April 20, 50-0 and the Iowa House on April 21, 94-0.

House File 523:  an Act providing medical examiners access to information in the Drug Prescribing and Dispensing Information Program. This bill passed the Iowa House on March 15, 96-0 and the Iowa Senate on April 13, 49-0.

House File 564:  an Act relating to school district funding and authorized expenditures and transfers and including effective date, applicability, and retroactive applicability provisions. This bill passed the Iowa Senate on April 12, 49-0 and the Iowa House on April 19, 98-0.

House File 565:  an Act relating to public school funding by authorizing the establishment of school district flexibility accounts and authorizing the transfer and expenditure of certain unexpended and unobligated funds. This bill passed the Iowa Senate on April 12, 49-0 and the Iowa House on April 19, 98-0.

House File 566:  an Act relating to political subdivision elections by changing the date of the election of directors of local school districts, merged areas, and area education agency boards, by providing for the combined administration of regular and special school and city elections, making changes to the administration of elections for political subdivisions located in more than one county, establishing requirement for ballot arrangement and placement for political subdivision offices, and including effective date and applicability and transition provisions. This bill passed the Iowa House on March 22, 68-31 and the Iowa Senate on April 6, 36-13.

House File 601:  an Act relating to the confidentiality of certain physical infrastructure, cyber security, and critical infrastructure information and records developed, maintained, or held by a government body. This bill passed the Iowa Senate on April 5, 50-0 and the Iowa House on April 13, 93-0.

House File 608:  an Act relating to the technical administration of the tax laws by the Department of Revenue, including administration of the research activities credit, income taxes, and the Flood Mitigation Program, and including effective date and retroactive applicability provisions. This bill passed the Iowa Senate on April 18, 50-0 and the Iowa House on April 20, 98-0.

House File 609:  an Act providing for the imposition of the local hotel and motel tax by a land use district. This bill passed the Iowa House on March 30, 82-15 and the Iowa Senate on April 19, 47-3.

House File 617:  an Act providing for the Department of Agriculture and Land Stewardship’s administration of certain functions, relating to forest and fruit tree reservation requirements, the name of the State Soil Conservation Committee, financing of soil conservation and water quality practices, the health of agricultural animals, issuance of two-year licenses and the collection of related fees imposed upon persons engaged in the marketing of agricultural animals and mining operations, license fees imposed upon pesticide dealers, tickets for delivering commodities in bulk, labeling of motor fuel pumps dispensing certain ethanol blended gasoline, the use of scales, providing for penalties, making penalties applicable, and including effective date provisions. This bill passed the Iowa House on April 4, 98-0 and the Iowa Senate on April 19, 50-0.

House File 621:  an Act relating to programs and projects administered by the Economic Development Authority. This bill passed the Iowa Senate on April 19, 50-0 and the Iowa House on April 20, 97-1.

House File 625:  an Act elimination a requirement that taxpayers indicate on their tax returns the presence or absence of health care coverage for their dependent children and apply for certain public health care coverage, and including effective date and retroactive applicability provisions. This bill passed the Iowa House on April 11, 56-41 and the Iowa Senate on April 11, 29-19.
