MASON CITY – A NorthIowaToday.com reader asked that a video of an attempted arrest of a Mason City man be published.
The following video is of an attempted arrest on or about April 28, 2015 of Felix Arp. (READ ABOUT THAT INCIDENT HERE) He appears to have been caught and arrested on May 1 (according to court and jail records). Mr. Arp is currently in the Cerro Gordo jail and awaiting transport to prison as a result of this arrest and the subsequent charge of violation of probation in a felony unauthorized use of credit card case. He was charged with a number of crimes due to the events in the video, including interference, driving with suspended license and possession of drug paraphernalia.
From the person who asked that the video be published:
“My current boyfriend is in jail and being charged with driving charges and they are false I have a video of the incident and he wants it put out so the public can see … he clearly wasn’t driving and he clearly gets tased for no reason he asked to be able to see the video footage from the squad (car) of him driving (since) the video is supposed to be recording when a (traffic stop) is starting UNTIL the end and (Officer Matt Klunder refuses and says) ‘your getting tased’ and then he tases him. But my man (Felix Arp) wants it (the video released to the public).

Hats off to the courageous officer who exercised restraint and demonstrated professionalism….. hes a better man than I cause I would have nailed that punk.
From the video it is obvious that he refused to obey the officer and did run. They could have saved the state some money and shot him. The officer gave him a break.
Their idea of cooperation and mine must be very different.

The Deputy tells Arp 5 times to open the door, 3 times to get outta the car, 5 times to put his hands behind his back, 2 times to get on the ground, and 2 times he will be tased. All Matt has done is post a video. Please show me where Matt has given his opinion on how the police handled this situation good or bad.
All N.I.T. did was post a video as requested. It is just showing another viewpoint but I think it backfired on them as it definitely shows him resisting arrest.
Everyone deserves a chance to say their piece, within reason. As I explained earlier, the sheriff’s office sent a press release about this incident. This video sheds more light, from the other side of the coin. It may or may not help the defendant. That is for the readers (as they are sounding off here and on FB) and courts to decide. NIT simply gave the information (video) after we were asked to do so. That’s wrong?
I don’t think it was wrong to post the video. It just shows how stupid these people are.
Arp has been dealing and stealing in this city for years and years. It is about time they put him away for a long time. Anyone who associates with him is just as bad. I would believe the police long before I would believe anything she says.

She was arrested for allowing an unauthorized person to drive. She could have gotten a citation and been released but instead lied to to the officer and sat there disrespecting the officer. Therefore she was arrested and taken to jail.
I didn’t hear her disrespect the deputy at all. She offered him her registration and license. As far as letting a unauthorized person to drive you don’t no that for sure so I hope these people request the cops dash am video . If it doesn’t get edited first that is.
Knowing her history, I think I can sleep at night trusting the officers word. This isn’t his first rodeo and I’m sure with all the warrants he serves, this isn’t his first rodeo with Arp and Wolcott.
Ha you really are clueless aren’t you? Just because someone has a past doesn’t automatically make them liars or untrustworthy. I could go on and on but I would be straying from this article. But I will say that you need to investigate a bit farther.
Arp or his lawyer can request to see the deputy’s dash cam video of the whole incident arrest but then you have to trust that it is not edited. That’s why its very important to always have a camera or video on you or in your car at all times.
Sorry. No credibility there. I suspect a front seat switch. He’s lucky he didn’t get shot for the way he acted.

I appreciate your comment. I feel that the person who sent the video asked in a respectful way to have a video published that opened a new view of a publicized crime/incident. There was a news release sent by the sheriff’s office about this arrest. They had their say; can’t the other party also have a chance to say what they want? Really, that’s what NIT is about. It gives the voiceless a voice (within reason).

I think her reputation has everything to do with her accusations. People make their own beds and if they want to ruin their credibility with many many many poor choices, then let it reflect in our opinions of those involved. If she has the right to attempt to end a deputy’s career by going to the media with a video not containing the actual incident, then shouldn’t all the facts be stated? Nothing I’ve said was a guess and all of it can easily be checked with a swift browse through court…
