BURLINGTON – An Iowa man has been arrested and charged with multiple felonies in the alleged beating death of his 22-day-old son.
Randall Thomas Payne, age 23 of rural Burlington, Iowa, was arrested this week by deputies with the Des Moines County Sheriff’s Office after a seven month investigation into the death of Carter Joseph Payne, just 22 days old when he died on November 9, 2014. Randall Thomas Payne is charged with First Degree Murder, Felony Child Endangerment, and Multiple Acts of Child Endangerment.
According to authorities, the child was discovered deceased at the family’s mobile home with severe trauma; Payne had dialed 911 and attempted CPR. The long investigation ensued, leading to charges this week.
Payne is being held on $1 million bond and will appear in court Thursday.

Donahoo’s case was similar to this one, and as I’ve stated over and over again…my main point was about bail discrepancies. But The State of Iowa thought strongly enough that Donahoo was a child murderer that he was brought up for 1st degree murder charges. When’s the last time someone out of the blue was brought up for 1st degree murder charges? It’s very relevant to this story, and all others that will follow.
As I sit here gathering evidence for custody me donahoo who is involved with this, I have witnesses whom he has stated to how they don’t want to mess with him since he got away with murder he has told me this very same statement just because he had a high dollar lawyer who manipulated the system doesn’t mean he didn’t do it, not to mention his mother’s comments during one of my son’s birthday parties how she was bragging how she ate dinner with senators and governor and she could call them at any time on speed dial The system’s rigged just like the people that are falsely accused of crimes to cover up for others keep watching North Iowa corruption will be exposed.

I hope Donahoo sues for these comments. These need to be removed. He has nothing to do with this article and it’s unacceptable that these comments are allowed here. It’s defamation of character, libel, and slander. Matt, you need to do the right thing and get these off your site.
I don’t have a dog in this fight. I only give a voice to those who want one; Mr. Lagios could and likely does say these same remarks verbally and in public elsewhere. As this is a public venue, I don’t see the difference. According to old newspaper records, Mr. Donahoo was accused of 1st degree murder of a baby. Apparently, he was not convicted. Alfredo Parrish doesn’t lose much; he chose his counsel wisely. Although I’d prefer that the 22-year-old case wasn’t discussed in the fashion that it is, as it was a personal experience of Mr. Lagios, I don’t feel his remarks are not relevant since the case in this story is of similar circumstances: a dead child for unexplained reasons.
Well stated Mr. Publisher…and also to add that my main point for referencing Mr. Donahoo was to showcase the discrepancy between one accused’s bail amount and the other, to ask Judge Scoles and the entire legal community:WHY? Why one a million dollars and another zero? Jail has a terrible effect on the psyche’ of an accused, and for one to enjoy his home and another to suffer in jail is wrong.
Who are you might I ask? Care to reveal your identity and interest in the case? Mr. Donahoo was accused and charged with the ultimate crime of 1st degree murder of a child under one year of age. This is public record and remains forevermore a fact. He also was released to his father’s recognizance ( while an adult) with zero bail money set. This also is a fact. Medical evidence states irrevocably it was shaken baby syndrome…violent enough to damage the brain stem resulting in death.
And having no bail set allowed the Donahoo family to doen money on top priced counsel. At a million dollars bail, a defendant needs to come up with $100,000 of that for bail bondsman. Rumor has it Alfredo Parrish cost the family $100,000 for counsel. So would Donahoo been able to afford Parrish had Judge Scoles imposed million dollar bail? You see these are all pertinent to outcomes of cases.

Yes my comments are relative and poignant because I’m showing the disparities present in the bail setting process allowing one defendant to be released on zero bail to enjoy preparing for their trial from home, and another with an exorbitant million dollar bail forcing them to stay in jail pending outcome of trial. The public takes note of this thru news reporting, and it can subconsciously affect the outcome.

I remember when Chris Donahoo of Mason City was charged with the same things. Coincidentally, he also claimed to have started CPR and dialed 911, only AFTER calling his mother first. Strange how Judge Jon Scoles released Donahoo to his father with NO BAIL set. 1 million bail for poor people…0 bail for connected people.
