IOWA PUBLIC INFORMATION BOARD, Unapproved Minutes, April 16, 2015

The Board met at 1:03 p.m. in the 3rd floor Conference Room with the following members present:       Robert Andeweg, Urbandale; Anthony Gaughan, West Des Moines (by phone); Jo Martin, Spirit Lake, (by phone); Andrew McKean, Anamosa; Gary Mohr, Bettendorf; Bill Monroe, Johnston; Kathleen Richardson, Des Moines; Suzan Stewart, Sioux City and Peg Weitl, Carroll (by phone).   Also present were IPIB Executive Director Charlie Smithson, Deputy Director Margaret Johnson, and Administrative Assistant Cindy Meyerdirk.

Votes Taken

1) On a motion by McKean, seconded by Mohr, the agenda was unanimously adopted.

2) On a motion by Monroe, seconded by McKean, the amended minutes of the March 26, 2015 meeting were unanimously adopted.  By request, Richardson abstained as she was not able to attend the March meeting.

Board member Suzan Stewart, Sioux City arrived at the meeting. Board Members Jo Martin, Spirit Lake attended the meeting by phone

Public Forum

Lucas Beenken, Public Policy Specialist from Iowa State Association of Counties spoke on the pending  case Timothy John Miller (15FC:0002-Chapter 22-Buchanan County Supervisors) regarding the request for security footage from court proceedings and that ISAC believes the footage is a confidential record.

a. Andeweg and staff updated the board on IPIB presentation

2)   Staff updated the board:

a.   Smithson asked the board to consider a request for model agenda, minutes and other materials to be placed on the IPIB website for governmental reference.  This will be prepared and presented at a future meeting.

Board Member Tony Gaughan, West Des Moines attended the meeting by phone.

b.   Johnson discussed the website audience overview report.

c.   Meyerdirk stated at the end of the 9th period of FY 15 budget, the report shows 8% under budget.  The 6%
drop from last month’s 8th period report was due to three payrolls, Ricoh copier quarterly invoice and the
yearly bill from OCIO for the Symantec Enterprise Vault Journaling for the office’s 4 computers.

d.   Meyerdirk reported the OCIO department reported the recorded meeting files are too large.  In order to be able to link the past meeting recordings to the website with the agenda and minutes, we would need to experiment with the past meeting recordings with various conversion programs available to find one  that would change the bit rate to fit the website and maintain quality of the recording. Also needed is a new recording rate of the meetings.  The request of the board is not work on past meetings, but to start working with the current meeting recordings to find the best option.

3)  A list of the new, under initial review/investigation and pending remedial plans cases was provided to the board.

a.  Board Member Stewart noted she will be abstaining from any action to the pending case Patty Erickson-
Puttmann (15FC:0018-Chapter 21-Woodbury County Board of Supervisors) due to prior contact with
the Woodbury County Board of Supervisors.

 

4)  The board was briefed on pending cases and took action as indicated:

◦  Anderson, Melissa (15FC:0011-Chapter 21-New London School District) dismissal.  Motion by Mohr, seconded by McKean, unanimously adopted.

◦  Crull, Jennifer (15FC:0012-Chapter 21-Mount Pleasant School Board) dismissal and recommendation of guidance.  Motion by Monroe, seconded by Mohr, unanimously adopted.

◦  Kass, Steve (15FC:0008-Chapter 21-Shueyvile City Council) partial acceptance/partial dismissal.  Motion by Richardson, seconded by McKean, unanimously adopted.

◦  Long, Barry (15FC:0014-Chapter 21-LeClaire City Council) acceptance.  Motion by Monroe, seconded by Weitl, unanimously adopted.

◦  Sullivan, Cristie  (14FC:0100-Chapter 22- City of Van Meter) acceptance.  Motion by Mohr, seconded by McKean, unanimously adopted.

◦  Sullivan, Cristie  (15FC:0007-Chapter 22- City of Van Meter) acceptance.  Motion by Martin, seconded by Gaughan, unanimously adopted

◦  Sullivan, Cristie  (15FC:0009-Chapter 21- City of Van Meter) dismissal.  Motion by McKean, seconded by Mohr, unanimously adopted

5)   Smithson presented Requests to Defer Consideration of Complaints.

◦  Servantez, Michael (15FC:0006-Chapter 21-Mason City Mayor and Council Members).  Motion by Weitl, seconded by Monroe, unanimously adopted.

◦  Stoldorf, Margaret (15FC:0010-Chapter 21-Red Oak School Board).  Motion by McKean, seconded by Mohr, unanimously adopted.

 

6)   Johnson briefed the board on the Complaint Withdrawn.

◦  Lundquist, Jeff (15FC:0015-Chapter 22-Atlantic School District) withdrawn

7)   Smithson provided information on Crisite Sullivan’s case (14FC:0097-City of Van Meter).

I see that Globe’s John Skipper is weighing in on this one.

Wondering who he is talking about here:

…the “crying wolf” syndrome which can happen with overzealous bloggers.”

The “crying wolf” syndrome:
1. Meaning to give a false alarm.
2. If you continue to tell lies no one will believe you when you actually tell the truth.
3. Someone that cries or whines of despair and doom, over and over, but actually is just looking for attention or sympathy.

Looks like Skipper has crossed Matt off of his Christmas card list.

Luckily Skippers opinion is a worthless as titts on a boar too. He is nothing but a parrot for the mayor.

The minutes are about as useful as tits on a boar. It would be nice to know what the motions the voted on were…
