MASON CITY – A Mason City felon has pleaded guilty to second offense drunk driving after he was caught this summer – intoxicated – on a North End street driving a golf cart.
A Mason City police officer stopped Rusty Lewis Kopps, age 26, on July 26 while he was driving a golf cart near 13th Street and North Washington Avenue. Kopps was determined by the officer to be intoxicated and arrested for second offense operating while intoxicated, no insurance and unlawful operation of a golf cart on a roadway.
On November 3, Kopps pleaded guilty to the charge of second offense operating while intoxicated. He was granted an extra month of time by the judge to report to jail to serve his 7 day sentence after his public defender made the request. He was also ordered to pay $2,810.25 in fines and court fees. Later, the charge of driving without a license was dismissed.
Kopps was last caught for drunk driving by Cerro Gordo deputies in 2012. He was assessed $3,013.75 in fines and fees, and has failed to make a payment on that balance. Kopps was charged with felony burglary in 2010 in Winnebago county and given a deferred judgment, but proceeded to violate terms of his probation at least three times before a judge revoked his deferred sentence.
Kopps also escaped from Beje Clark in December of 2011 and was ordered to pay $795.31 in fines and fees. He has never made a payment. He was sent to Mason City at that time to live at Beje Clark for 6 months after being charged in Winnebago county with felony burglary.
