Clear Lake man sent to prison on drug, violent offenses

MASON CITY – A Clear Lake man who led police on a foot chase through a Mason City neighborhood earlier this year as he tried to deliver methamphetamine was sentenced Monday to 10 years in prison.

Chad Ryan Tannahill, age 45, earlier pled guilty to a felony C drug offense. Judge Gregg Rosenbladt sentenced Tannahill to 10 years in prison and a $1,706.00 in fines and court fees.

Tannahill had led police on foot chase on March 7th. He was apprehended by Cerro Gordo deputies on a North End Mason City street. After an investigation at the scene, Tannahill was charged with possession of methamphetamine with the intent to deliver and possession of drug paraphernalia.

Last week, Tannahill lost an appeal related to another case.  Tannahill had been arrested by 5 officers with the Cerro Gordo County Sheriff’s Department on charges of 2nd degree kidnapping, 2nd degree criminal mischief, and felony domestic assault (strangulation) after an incident in Clear Lake in March of 2013.

According to a report, on the morning of March 13th, Tannahill took an ice chipper to a vehicle not owned by him with the intent to deface and cause destruction to the vehicle, which was located at 15348 Wilson Ave. in Clear Lake. The damage was more than $1,000 but less than $10,000. Tannahill was also accused of placing his hands around his then-girlfriend’s neck and applying pressure, impeding the normal breathing of the victim. Tannahill was armed with a knife and crescent wrench, and was accused of confining the victim with the intent to commit serious injury. He was charged with felony kidnapping, felony criminal mischief, and felony domestic assault.

In October of 2013, Tannahill entered a written guilty plea to second-degree criminal mischief, a class “D” felony, and domestic abuse assault impeding normal breathing, what courts called an aggravated misdemeanor. He was later charged with violating the court-imposed protective order with the victim, multiple times. He was sent to prison for prison terms of five years for the criminal mischief and two years for the domestic assault and assessed $5,313.75 in fines, fees and restitution. Those prison terms are to be served consecutively to the the ten year prison term for the drug dealing offense.

In his appeal, Tannahill contended (A) his attorney was ineffective in failing to object to the State’s sentencing recommendation in one of the cases, (B) the district court abused its discretion in sentencing him, and (C) the district court improperly failed to consider his ability to reimburse the State for legal assistance.

The appeals court disagreed with Tannahill and upheld both sentences and is now in prison.
