CHARLES CITY – A convicted Charles City felon faces a slew of charges after refusing a traffic stop in Charles City this past weekend and later provoking a standoff with other law enforcement in Bremer county.
According to Charles City police, an officer attempted to conduct a traffic stop on a vehicle driven by 21-year-old Franklin Foster on Saturday, April 12 at about 7:34 PM near Old Highway Road. Police had taken a report that Foster, who is not a licensed driver, was driving and police should investigate.
Foster refused to stop, and attempted to flee and elude Charles City police and as he entered Bremer county, other law enforcement agencies. A standoff then ensued before Foster was arrested at about 8:38 PM. He was charged with failing to obey a stop sign, driving while suspended, felony eluding, and assault on a peace officer; more charges are pending. Other law enforcement agencies that were involved included the Floyd County Sheriff’s Office, Nashua police, Bremer County Sheriff’s Office, Waverly police, Janesville police, Denver police, Iowa State Patrol, and the Iowa DNR.
Foster is being held in Floyd county as he awaits an April 25 court date.
Franklin Foster is a convicted felon in Iowa, with cases involving theft, burglary and drugs. He was also arrested in March in Charles City for pubic intoxication and and assaulting an officer.

This guy has been in and out of jail so many times they should just give him a key and his own cell. The judges will just turn him loose again. One of these days he will kill someone.
